Administrative and Finance Assistant, ILO Country Office for Viet Nam (GS-5)

To achieve the goal of decent work for all in Viet Nam, the ILO Country Office in Viet Nam operates through the Decent Work Country Programme (DWCP) 2017-2021, which is the main vehicle for delivery of ILO support in the country. Its’ three main priority areas are (i) Employment and Sustainable Enterprise Development (ii) Social Protection for all (iii) Labour Market Governance. In the implementation  of the DWCP, the ILO Office works  in close partnership with the Government of Viet Nam, in particular its technical line ministry, MOLISA and its social partners, the employers' and workers' organizations. The Vietnam DWCP is an integral part of the One UN Strategic Plan.

In line with the DWCP, the ILO has proceeded with the implementation of the Phase 2 of the ‘Applying the G20 Training Strategy’ project (the Project) funded by the Russian Federation which includes six countries-beneficiaries: Armenia, Kyrgyzstan, Tajikistan, Jordan, Vietnam and the Russian Federation (the Project Countries). The overall objective of the Project is to enhance the capabilities of each country to improve its training delivery system, extend better training to those who need it most, and thereby contribute to the competitiveness and economic growth. The partnership between the Russian Federation and the ILO in applying the G20 Training Strategy is promoting the adoption of competency-based training and assessment approach that has proven highly effective in the continuously growing number of countries around the globe.

The Chief Technical Adviser (CTA) of the Project based in Geneva has the primary responsibility for the Project implementation, monitoring, and reporting. Technical and organizational activities of the Project in each country-beneficiary will be carried out by relevant National Project Coordinators (NPCs) in line with the established plans of activities

The Administrative and Finance Assistant will work under the direct supervision of the NPC (National Project Coordinator) of the Project and the ILO Country Office Director.

The Director of the ILO Country Office for Viet Nam is the Responsible Chief of the Administrative and Finance Assistant based in Vietnam

The position is based in Hanoi, at the grade of GS-5 (UN Salary Scale)..

Minimum Requirements include:

Experience At least 5 years of administrative experience. Experience in working with development projects at the national or international level in the UN system as well as experience in working in Skills Development -related initiatives would be an advantage

Languages – Excellent command of English and Vietnamese.

Competencies –

  • Timely delivery of administrative activities and services by the work unit for the office;
  • Proven ability to use word processing software, email and software packages required by the work unit;
  • Good knowledge of accounting principles and practices;
  • Thorough knowledge of secretarial practices and procedures, and knowledge of administrative practices;
  • Thorough knowledge of in-house procedures for the preparation of documents and administrative forms, and for the creation and maintenance of filing systems;
  • Good knowledge of protocol; of the work of the office and the work carried out in the other work units;
  • Proven ability to draft correspondence and take minutes of meetings;
  • Knowledge of the accounting and finance procedures and regulations of the office;
  • Demonstrated ability to apply finance and accounting methods;
  • Ability to maintain financial records and prepare clerical accounting reports and statements;
  • Knowledge of modern office procedures and ability to operate all types of office equipment;
  • Ability to work in a team and good interpersonal skills;
  • Excellent time management skills.
