Calling for the Consultancy in CARE International

In Vietnam, CARE works since 1991 with the poorest and most marginalized communities to address the root causes of poverty and vulnerability. In 2013 we work across 19 provinces and at the national level to achieve significant and lasting change for two vulnerable and marginalized groups; remote ethnic minorities and socially marginalized people in urban settings. CARE Vietnam is addressing the underlying causes of poverty and social injustice by:

Strengthening and building individual, organizational and institutional capacities

Building partnerships to facilitate long term sustainable change

Working to empower women and their communities

Supporting policy development and implementation through advocacy and dialogue

CARE Vietnam acknowledges that one of the most significant challenges to Vietnam’s continued growth and development over the coming decades will be climate change and climate-related disasters. Priority areas for CARE Vietnam in Climate Change Adaptation were identified as follows; Climate Resilient Livelihoods, Climate Information Services, Community Based Disaster Risk Reduction, Participation in Adaptation Planning,  Urban Resilience and advocacy on Climate Finance for the most vulnerable. Remote Ethnic Minority Women (REMW) and Socially Marginalised People (SMP) are our target groups in different interventions.

As a component of our advocacy on climate finance but also to support our work on climate resilient livelihoods, CARE International in Vietnam is currently exploring how existing social protection and financial inclusion mechanisms such as microfinance, credit and savings, micro-insurance, conditional and unconditional cash transfers as safety nets, asset transfer, etc. can act as delivery mechanisms for climate finance and be utilized to increase the resilience of the most vulnerable to climate change, particularly on livelihood security and asset protection. In order to explore the potential for CARE to engage in this field in Vietnam, a scoping study will be conducted.

The deadline for submitting quotation and technical proposal is 14th August 2014, 5pm. If proposal is sent via post, it is the responsibility of the consultant to ensure postal arriving CARE VN before mentioned deadline. Proposals & quotation submitted after this deadline will not be considered. Only short-listed candidates will be contacted for interview.

Consultant will be entitled to consultant fee during working in work stations but not to perdiem. And vice versa, the Consultant will receive perdiem during travelling outside work stations but not consultant fees.
