Consultant to Design and Facilitate Training Workshop on Gender in Climate Change Mitigation and Adaptation for Program Management Units and Core Partners

1. Background

The USAID-funded Vietnam Forests and Deltas Program is enhancing climate change resilience planning and action from community to national level. The program will put into practice the national policies and strategies on response to climate change and low emissions development with a focus on reducing emissions from forestry and agriculture sectors and strengthening climate-smart livelihoods and settlements, particularly in rural areas. Addressing long-term climate change risks and gender vulnerabilities in both forest and delta landscapes are among key program targets.

As one of the guiding principles, the program seeks to ensure mainstreaming a gender and inclusive perspective in the whole planning and implementation process. Implications of the program interventions on both women and men, and the most vulnerable and disadvantaged group are carefully considered to ensure that they benefit equally from the program. Building capacity for related stakeholders on gender and gender mainstreaming in adaptation and mitigation is considered as an important cross-cutting activities and will be conducted along program implementation periods.

2. Scope of work

The program is looking for a consultant to design and facilitate a 2-day training workshop on Gender in Climate change mitigation and adaptation in Vinh, Nghe An for the program management units (PMU) and core partners in the Ministry of Agriculture and Rural Development, Thanh Hoa, Nghe An, Nam Dinh and Long An. The workshop is the first module of the capacity building program in gender mainstreaming in climate change adaptation and mitigation for Vietnam Forests and Deltas Program with three main objectives as follows:

  • To develop an awareness and appreciation of gender and social inclusion dimensions of climate change adaptation and mitigation;
  • To reach consensus understanding on and commitment to the gender mainstreaming strategy of the program, entry points for their agencies’ working agenda and activities, and M&E mechanism of gender and social dimension of VFD goals, objectives and component strategies; and
  • To agree on assignment of a member of each PMU as gender focal persons.

The consultant is expected to:

  • Reflect on the program’ gender mainstreaming strategy, work plan and M&E system to ensure consistent understanding;
  • Develop the pre-test questionnaire for participants prior to the training and analyze the results as input for the training outline;
  • Develop and revise if required the training module outline and instruction materials/presentations;
  • Facilitate a 2-day Gender sensitization workshop;
  • Prepare post training evaluation report with recommendations for the next steps.

3. Duration and Location:

The workshop is organized in 2 days in the first week of July 2014 in Vinh, Nghe An.

However, the preparation tasks is expected to start one week earlier and the report is expected in one week later in Hanoi.

4. Deliverables

The consultant will be responsible for the delivery, content, technical quality and accuracy of the workshop materials and report. All deliverables shall be submitted to Vietnam Forests and
Deltas program and will be approved by the program Gender and Youth Specialists.

5. Required qualifications

  • Consultant (s) should possess following qualifications:
  • Graduate degree in related social science field with proven experience (more than 5 years working in gender). A master degree or postgraduate in this field is preferable.
  • Demonstrated experience in project design with gender mainstreaming approach.
  • Experience with climate change adaptation and mitigation projects/programs is an advantage;
  • Proven experience in similar training and materials preparation
  • Proven communication and facilitation skills
  • Past experience in working with governmental structures, major donors, or with other international organizations, would be an advantage;
  • Excellent communication, networking and interpersonal skills; a team oriented work style; an interest and experience of working in a multi-cultural and multi-disciplinary environment.

6. Application:
