Background

Department of Agriculture and Rural Development (DARD) of Lam Dong Province is implementing a Proposal on Participatory Forest Monitoring (PFM) under the technical and financial assistance from The Netherlands Development Organization – SNV through Delivering Multiple Benefits from REDD+* in Southeast Asia (MB-REDD) Project. The overall objective of PFM is to provide a broader range of forest data for multiple purposes by a wider variety of relevant stakeholders at different levels in Lam Dong forest sector. One of the major challenges for promoting PFM is the absence of technical capacity of local stakeholders in some areas of expertise. In preparation for field data collection of biodiversity indicators, we are seeking for an expert in forest plants identification to train local stakeholders, local people and technical staff from related departments in two pilot districts (Bao Lam and Don Duong districts) Lam Dong province.

Objectives

To build capacity for project partners’ technical staff and local people in identification of forest plants for biodiversity data collection and provide technical backstopping for field data collection

Tasks

  • Under the supervision of MB-REDD Vietnam Project Manager and in collaboration with Project Officer, the consultant will carry out the tasks, but not limited as follows:
  • Develop detailed training program;
  • Develop training material, e.g. posters, pictures etc. to support training;
  • Deliver indoor training, followed by field exercises ;
  • Conduct training evaluation;
  • Develop a list of plants species identified (with respective pictures) during the training for the use by field data collectors;

Deliverables

  • A detailed work plan for training elements (preparation, implementation and evaluation) developed in consultation with local government partners and project offers,
  • Training materials produced;
  • A list of identified species accompanied by respective quality pictures undertaken during the training;
  • A detailed training report that should consist of
  • Concise documentation of all training activities undertaken;
  • An evaluation of the training effectiveness;
  • Identification of persistent capacity gaps

Qualifications

The consultant should have the following qualifications and requirements:

  • Second degree in the field of forestry, biodiversity conservation, and natural resource management;
  • Minimum 5 years of proven track record of working in forestry sector in Lam Dong province;
  • Excellent knowledge in plants identifications in Lam Dong province;
  • Sound experience in providing capacity building programmes to local stakeholders;
  • Excellent communication and facilitation skills;
