DRM Project Officer

German Red Cross (GRC) is part of the world wide Red Cross and Red Crescent Movement. As a humanitarian organization, GRC assists victims of conflict and disaster as well as people affected by social or health related crisis. The Red Cross Movement provides assistance to vulnerable people without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.

In Vietnam GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation, Water & Sanitation and Capacity Building.

The GRC is currently looking for an experienced Project Officer (PO) who will support the cooperation with the Vietnam Red Cross (VNRC) in a Community Based Disaster Risk Management (CBDRM) project in urban and rural areas of Quang Binh Province. This three years project aims at minimizing the impacts of frequent and severe floods and typhoons on urban, peri-urban and rural populations of Quang Binh Province.

Sector: Disaster Risk Reduction / Climate Change Adaptation

Reporting to: GRC Disaster Risk Reduction / Climate Change Adaptation Delegate

Contract type and duration: Full-time position for the period of 1 (one) year with a possibility of extension

Location: The position will be based in Dong Hoi, with frequent travels to other provinces

Required language proficiency: Vietnamese and English

Nationality: The position is opened for Vietnamese nationals only

Starting date: 17th October 2016

Roles and Responsibilities

  • Facilitate the planning, implementation, coordination, monitoring and evaluation of the project with partners
  • Identify capacity building and awareness raising needs on urban and rural disaster risk issues based on the project design
  • Provide coaching for colleagues and partners in both technical and management issues
  • Produce timely and high quality project updates
  • Support and facilitate the GRC and VNRC in building strong networks with the authorities, communities and other key actors in disaster risk reduction and climate change adaptation
  • Ensure good procurement process is followed in accordance with GRC’s guidelines
  • Manage the GRC project funds (advances) for Quang Binh Province
  • Support the development and management of the Quang Binh VNRC Chapter budget
  • Promote transparency and accountability through all stages of the project

Experience

  • Proven experience in Disaster Risk Reduction/Preparedness projects with international NGOs
  • Excellent communication skills and ability to engage with a large range of audiences
  • Proven experience in Project Cycle Management, including monitoring and reviewing projects
  • Sound knowledge and commitment to participatory approaches in working with communities
  • Experience in capacity building, identifying needs, organizing and delivering training courses and workshops, and developing tools
  • Minimum 2 years of related experience showing progressive responsibility
  • Understanding of DRR and CCA and current opportunities and constraints within the Vietnamese context
  • Knowledge of Urban/ Rural Risk analysis and mapping
  • Understanding of the Vulnerability Capacity Assessment (VCA) model is preferable

Qualification

  • University graduate in a relevant technical discipline
  • Master Degree desirable
  • Educational background in DRR/DRM an advantage.
  • Excellent written and spoken English will be an asset
