Expert for the Wash IEC/BCC for PLHIV/OVC Home Care Activities

Project Title:     Dialogues on Inclusion: Together for Health and Overcoming Adversity and Isolation (DOI THOAI)

Expert will principally perform his/her duties in: Hanoi, with site visits to Nghe An
Duration: 13 days

Key project activities
- Facilitate dialogue workshops between PLHIV, health care service providers, education providers, and policy makers/implementers in health and education.
- Provide training courses for health workers on confidentiality, universal precaution, and legal rights.
- Set up and maintain HIV-friendly corners in health facilities.  The Friendly corners provide: IEC materials about HIV and other health issues; peer education and support; referrals to other HIV friendly services and; counselling.
- Develop IEC materials for healthcare workers and SHGs, including a documentary film about the Friendly Corners.
- Conduct advocacy campaigns to improve access to hospitals and schools for PLHIV and OVC.
- Provide training for OVC caregivers and offer recreational sessions for OVC.

Proposed Activity:
Pending approval of an agreed work plan and schedule the expert will:
1. Develop a brief but comprehensive guide for home and community care volunteers highlighting the importance of good household management of food water and sanitation for PLHIV and OVC.
2. Develop plain language IEC material aimed at changing understanding, beliefs and attitudes of PLHIV and their primary carers to reduce the risk of disease from poor management of household water, food and sanitation.
3. Develop a one hour community education session outline for use by community volunteers to deliver during community meetings, self help group meetings and/or home visits to PLHIV/OVC

Scope of Expert’s Work: 
The expert will work with the STEP project team, Health Program Coordinator, Advisor and its partners. The detail tasks are described as follows:
1. Identify existing WASH IEC/BCC material with demonstrated effectiveness in improving:
a. Household water storage and use
b. Household food storage and preparation
c. Household sanitation- including latrine location/management etc.
d. Household hygiene- including hand washing, clothes washing, bathing etc.
e. Others as identified and agreed during the term of this contract.
2. Consult with a selection of key project staff, project partners, volunteers and PLHIV and their primary carers to identify particular knowledge gaps, attitudes/beliefs and practices that may require specific attention.
3. Develop draft materials corresponding to each of the proposed activities above
4. Focus test draft materials with representative groups of the intended target audiences.
5. Develop final drafts for comment and agreement with CARE.

Selection Criteria:
Required qualification for the consultancy includes:
1. Demonstrated understanding and sensitivity toward PLHIV, sex workers, drug users, men who have sex with men.
2. Demonstrated capacity to analyse complex social issues associated with improving knowledge and changing attitudes, beliefs and behaviours.
3. Experience in designing, implementing and evaluating IEC/BCC material.
4. Demonstrated excellent Vietnamese written and visual communication skills.
