Facilitator for Helping Districts to Make Their District Solid Waste Management Plans, in Four Districts of Binh Dinh Province

 1. Introduction: context of the Call for Candidates
The “Water Supply and Sanitation Program in Binh Dinh Province” (WSSP) attempts to improve the quality of life and the environment of the inhabitants from several communes in 6 districts of Binh Dinh Province (Phu Cat, Phu My, Tuy Phuoc, Tay Son, An Nhon and Hoai Nhon districts), through the following programme of activities:
(1) Building the capacity of the agencies in charge of planning, designing, implementing and managing rural water schemes and solid waste management systems
(2) Raising the awareness on the use of safe drinking water and on the preservation of water resources as well as on the importance of protecting the environment with proper recycling, disposal and treatment of domestic solid waste
(3) Constructing rural water systems
(4) Implementing solid waste treatment schemes
The Provincial Project Management Unit (PPMU) manages and implements the project.
As part of the above mentioned activities (1) and (4), the PPMU wishes to employ two facilitators for two months, for supporting the four districts with their making of a District Solid Waste Management Plan (DSWMP) in Phu My, Tay Son, An Nhon and Hoai Nhon Districts, by helping them with the analysis of the draft Solid Waste Management plans designed by the consultant and by communicating these plans to all the stakeholders (district, towns, communes).
All main stakeholder-representatives in solid waste management of the districts Phu My, An Nhon, Hoai Nhon and Tay Son have, late 2009 up to now, participated in trainings and study tours with the PPMU and with the consultant by supplying information, explaining their situation and current practices in waste management and by exposing their ideas about the topic in meetings and workshops. Based on these, the consultant has made the draft District Solid Waste Management plans (DSWMPs) for the four districts.
During the third phase of the development of the plans, the districts will analyse the proposals made by the PPMU and by the consultant EP&T and develop them into their own.
 
2. The Assignment
2.1. Objectives
a) General objective
The main stakeholder-representatives in solid waste management of the districts Phu My, An Nhon, Hoai Nhon and Tay Son collaborate together (internally and externally) for making sound, realistic and bold district solid waste management plans and action plan.
b) Specific objectives
The leaders of the districts and communes and all the solid waste management actors already fully understand the concept of integrated solid waste management (ISWM). They now actually apply these principles while making the DSWMPs, including types of waste, life-cycle based, waste-generation based and waste-management based ISWM, adapted service models per waste type (socialised services, decentralised services, shared services and regionalised services), costs and benefits of different service models and available technologies & applications (large and small scale);
the leaders of the districts and communes and all the solid waste management actors fully understand what the roles and responsibilities of their own district and own agency/organisation are;
the leaders of the districts and communes and all the solid waste management actors make clear and thoughtful proposals and participate actively in the meetings with the consultant EP&T in order to develop modern, practicable and sustainable DSWMPs and action plans;
the leaders of the districts and communes and all the solid waste management actors build up their commitment and involvement in the DSWM planning;
the leaders of the districts and communes and all the solid waste management actors work together in networks and exchange ideas, knowledge and experiences between them;
2.2.Beneficiaries
The 4 districts Phu My, Tay Son, An Nhon and Hoai Nhon, including each of the following agencies/organisations:

2.3. Time schedule and duration
The Mission will take place as soon as possible, if possible from Monday 21th February until Friday 15th April 2011.
Duration: 8 weeks
2.4. Terms of Reference for the candidates
Location: Phu My, Tay Son, An Nhon and Hoai Nhon Districts in Binh Dinh province
Duties: Together with the beneficiaries of each district and the consultant, establish the District Solid Waste Management Plan (DSWMP) of Phu Cat, Phu My, Tuy Phuoc, Tay Son, An Nhon and Hoai Nhon districts (one facilitator per two districts):
Facilitate the task of making the DSWMP by:
Organizing consultation and participation between all stakeholders: district PC, Commune PC, leaders of mass organizations, neighborhoods, educational, health, industrial and environmental agencies and departments, waste management enterprises (public and private), etc…
Supporting an innovative and progressive approach in components of the selected DSWMPs, by explaining and promoting the advanced waste management principles (3R, decentralization, socialization, waste separation at source, etc…) proposed by the PPMU and the consultants;
Improve the planning process by promoting:
A methodological and professional planning approach;
A participative process and consultation between all concerned parties;
Comprehensiveness, diversity and phasing;
Piloting of new technologies;
Realistic long term and short term planning, however ambitious and bold, with clearly identified objectives and targets;
Improve the institutional aspects of the future DSWMPs by:
Taking into account practical implementation methods such as: proper institutional setting including, as recommended: delegation of responsibilities, socialization, privatization, etc…
Sound financial planning and management: budget planning for investments and O&M, realistic costs for government, communities, beneficiaries and the environment; revenue generating activities, convincing fee setting and reliable collection methods.

Profile of Applicants
These terms of reference aim to find two candidates for the assignment described in this document. The candidates should have the necessary expertise in facilitating the planning process. Experience in Solid Waste Management methods is an advantage. They have a Bachelor’s Degree plus minimum 3 years experience relating to community development.
