Finance Officer

Center for Development and Integration (CDI) is Vietnamese Non-Governmental Organization, founded in August 2005. The Center carries out the development activities, brings public sector, business sector and citizens together to address the global issues and societal gaps in the rapid changing and integrating context of Vietnam.

CDI is currently looking for an experienced and dynamic Finance Officer.

Position Profile

Under supervision of Head of Finance and Admin Department, the Finance Officer will be responsible for controlling the full accounting spectrum of assigned projects including accounting, financial and internal control. She/he will supervise and support the implementation of finance policy and procedure of partners in the landscape to ensure the delivery of transparent, timely and accurate reports as well as the compliance of project team in line with policies and procedure of CDI, guideline of donor and regulation of Vietnam authorities.

Duration: 12 months, with possibility of extension

Expected starting date: as soon as possible

Specific Duties and Responsibilities:

  • Check, verify and process financial documentation, including orders, invoices and payment to vendors and reimbursement to office staff/consultant in accordance with
  • CDI policies and procedures to ensure that the finances with its supporting document are maintained in an accurate and timely manner both in digital and hard copies;
  • To handle the accounting documents/records and make monthly expenditure project reports;
  • To be responsible for preparing and analysing partner's budget, preparing payment orders for fund transfer, monitoring partners fund management and auditing;
  • To support the annual budgeting process;
  • Maintain and monitor partner’s payment and reporting;
  • To check partners’ budget details, grant payment orders and grant transfer notice ensuring that all conditions and verification have been met appropriately. Consult with project officers when necessary and liaise with head of finance as needed;
  • Ensure all banking transactions are in compliance with CDI’s financial guidelines;
  • Advise and assist project managers, head of finance in any financial related decisions made in the landscape;
  • Assist internal and external audits when required;
  • Review VAT payments tracker and prepare the regular reimbursement request for submission to the tax department;
  • Other finance-accounting related work as required or needed (i.e. bank account, social insurance etc.);
  • To prepare monthly, quarterly, and annual financial reports for assigned projects;
  • Support the Management Board in developing or updating financial policy and procedures;
  • Undertake ad hoc assignments when so directed by the line managers;

Desired Qualifications and Skills

  • Bachelor’s degree in a relevant field, such Finance, Accounting, or Business
  • At least 02 year experience in an accounting position with responsibilities as described above, NGO working experience is preferable
  • Documented experience and knowledge of Vietnamese laws on labor, social & health insurance and personal income tax.
  • Excellent verbal, written and interpersonal communication skills in English required
  • Solid proficiency with Microsoft Office Applications (Word, Excel, PowerPoint, and Outlook) along with accounting softwares
  • Passion for development sector
  • Ability to cope with pressure/meet deadlines
  • Be proactive and creative with good team work
  • Excellent interpersonal skills and ability to work well in multicultural teams
