PATH has been working in Vietnam since the early 1980s, with a permanent office established in Hanoi in 1997.
PATH is currently seeking a Financial Analyst and Project Administrative Officer to provide financial and administrative support to a new tuberculosis control project funded by the Global Fund for AIDS, Tuberculosis and Malaria (Global Fund) managed out of the PATH office in Hanoi. As a key member of the project team, the Financial Analyst and Project Administrative Officer’s responsibilities will include:
- Provide financial and administrative support in the design, implementation, and monitoring of project activities.
- Working closely with the Responsible Project Managers (RPM), monitor monthly expense and labor reports for compliance with the budget and donor regulations Create and manage project budgets, including proposal budgets, budget narratives, annual budgets and work plan budgets.
- Document and accurately communicate deliverables, milestones, and award compliance requirements to RPM and program staff.
- Track grants agreements,  including  consulting agreements, work orders, and purchase orders, and ensure compliance with donor and PATH policies and procedures.
- Work with program staff and Headquarter to finalize and administer subagreements, subcontracts, MOU and other related project agreements.
- Effectively communicate with subrecipients to ensure understanding of donor  regulations, cost norms and requirements.Ensure the financial monitoring of all project sub-grants in accordance with proper accounting principles and donor requirements.
- Lead procurement process to ensure proper planning, purchasing and distribution of project products in compliance with PATH policies and donor regulations.
- Prepare and finalize donor financial reports with inputs from program, finance and HQ staff.
- Assist project teams to prepare for workshops, trainings, meetings and other project activities as needed.
- Serve as a point person for the PATH office in Vietnam on the Global Fund rules and regulations
- Network with financial and administrative staff from other peer organizations.

Required Experience
University graduate with a minimum of seven years relevant work experience or equivalent combination of education and experience. Familiarity with Vietnamese Government financial rules and regulations preferred. Experience working with International NGOs, Government counterparts, or Global Fund, a plus. Experience working with external auditor a plus.
