Full-Time Monitoring and Evaluation Specialist (M&E)

1. BACKGROUND AND INTRODUCTION

Green Annamites is a 4+ year project funded by the U.S Agency for International Development (USAID), implemented by ECODIT in partnership with provincial governments and other partners in Thua Thien Hue and Quang Nam provinces. The objective of the Project is to assist Vietnam’s transition to climate-smart, low emission, and resilient development that protects people, landscapes, and biodiversity in Vietnam’s priority forested provinces. The majority of the objectives of this program will be achieved through the development of appropriate economic incentives, improved livelihoods, development of value chains, direct assistance to vulnerable population farmers, and the development of alternative public and private resources. The Project’s main Tasks are: (1) increasing application of low emissions land use, (2) strengthening biodiversity conservation, and (3) increasing resilience for vulnerable communities.

The project will integrate interventions across the three task areas, leveraging resources to achieve the best mix of climate-smart and biodiversity-friendly livelihoods and landscape management in priority areas. Together, project interventions will produce multiple, inter-related benefits, protecting the region’s globally-significant biodiversity and important carbon sink, while also promoting green growth and increasing the resilience of vulnerable communities.

2. POSITION DESCRIPTION

The M&E Specialist will help ensure an evidence-based approach for project implementation and reporting, and will be responsible for the implementation of a comprehensive M&E system that integrates biodiversity conservation, climate change mitigation and adaptation considerations as well as livelihoods, gender, and communications. The M&E Specialist will lead the collation of data that measures progress, track effectiveness, and provides continuous assessment of progress toward project targets and benchmarks and ensure quality control and rigorous monitoring and evaluation.

The position is based in Da Nang, Vietnam, with required regular travel to field locations. Under the direct supervision of the Deputy Chief of Party (DCOP), the M&E specialist will work in close collaboration with other project staff, partner organizations, subcontractors and grantees.

3. SPECIFIC RESPONSIBILITIES

Responsible for leading all work related to M&E data collection and management for the project which includes but is not limited to:

  • Develop M&E procedures and database management system for tracking USAID project indicators. 
  • Assist with preparation and updating of the Monitoring and Evaluation Plan.
  • Maintain up to date data information system on project progress tracking.
  • Support all relevant partners (including implementing partners, sub-contractors and grantees) to follow all M&E procedures/ forms/ tools/ mechanisms.
  • Frequently collect data and analyze collected data for reporting to the donor.
  • Frequently upload data to AID Tracker, TraiNet,
  • Responsible for providing technical guidance, trainings, etc. for all relevant project staff as well as related partners.
  • Take the lead in designing, in collaboration with project component leads and other relevant specialists, templates or questionnaires, etc. to collect project intervention information.
  • Collaborate directly with Vietnamese counterparts to monitor project implementation progress.
  • Take the lead in collaboration with project task leads (or work with service providers) to conduct evaluation (mid-term evaluation, and other evaluations for specific project interventions).
  • Responsible for consolidation of the project performance monitoring plan (PMP) data as well as reporting to include monthly, quarterly, and annual reporting in English and Vietnamese.
  • Coordinate with the project’s operations team to frequently update:
  • M&E Plan to ensure all indicators are tracked and meet USAID and GVN requirements and capture all project interventions as appropriate.
  • Ensure all M&E approaches/ methods (data collection, data filling, data processing, data accuracy, etc.) are in accordance with USAID and GVN requirements.
  • Other duties as may be required.

4. REQUIRED QUALIFICATIONS AND EXPERIENCE

  • University degree or master’s degree in natural resources management, forestry, biodiversity, or other relevant field.
  • A minimum of five years of experience in M&E for development projects.
  • Knowledge and experience in M&E of USAID projects, USAID M&E guidelines and requirements, as well as Theory of Change approaches, is an advantage.
  • Strong knowledge and experience in sectors of Biodiversity Conservation, Climate Change Adaptation and Mitigation, agriculture, livelihoods, and forestry.
  • Skilled in database management and data processes.
  • Skilled in IT (MS office with advanced use of MS Excel and SPSS).
  • Good inter-personal, communication, and team work skills.
  • Skill and experience in training with demonstrated ability in facilitation and conducting participatory training.
  • Experience in qualitative and quantitative research, surveys, data analysis, and reporting
  • Excellent written and verbal communication skills in English and Vietnamese.
