Gender and M&E Specialist: Team Leader (International)

Summary: International Gender and M&E Specialist (GMES) will be responsible for leading the team in the ADB Project: “Strengthening the capacity of women along the Central Mekong Delta Connectivity Project Phase II”. The GMES is responsible for helping the team assembled by Pact to meet the project’s technical objectives, manage financial resources, manage program staff, manage partnering agreements, maintain good working relationships with host government officials and local partners, manage donor reporting and ensure a high-quality delivery of services.

The GMES reports to Pact’s Vietnam Country Director

Specific Duties:
- Prepare the capacity development strategy for increasing women’s income and livelihoods options
- Survey NGOs, local MFIs providing credit and arranging for and supporting women to access credit.
- Undertake agreements with local factories for training and employment of women to access credit locally.
- Make linkages with Social Policy Bank and NGOs and develop plan and support women to access credit locally.
- Undertake coordination and detailed monitoring and reporting of all activities.
- Under the guidance of the TOR, ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements
- Participate in the technical and programmatic design of award and partner programs; represent Pact in negotiating with donors and partners
- Help manage project planning, including the production of a 12 month workplan; help guide and oversee the alignment of the budget to expected results, and review and approve budgets and reports
- Ensure the cost-effective use of Pact resources
- Ensure compliance with Pact HQ and donor requirements, policies and regulations.
- Under the guidance of the TOR, act as liaison to relevant donors and the local government
- As relevant, manage all local grantmaking mechanisms, ensuring compliance with donor regulations and Pact policy; coordinate and/or conduct monitoring visits to grantee programs.
- Provide training and mentoring to partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations
- Under the guidance of the TOR, help directly supervise team in line with Pact HR policies and provide leadership to ensure that Pact’s values are practiced

Minimum Qualifications:
- MA in a relevant field and at least 5 to 8years of relevant experience in social development with a strong emphasis on gender
- Willingness to travel frequently between Hanoi and project area
- Proven track record of providing technical guidance and support to governments and international agencies on development strategies and plans with an emphasis on gender
- Full Fluency in written and oral English

Preference for:
- Experience with BCC on HIV, trafficking and women’s livelihoods development
- Experience with monitoring and evaluation
- Experience managing large donor-funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners and diverse beneficiaries
- Ability to provide the financial management and oversight necessary to successfully execute a large-scale program
- In depth knowledge of ADB regulations, systems and procedures is ideal
- Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities.
- Proficiency in Vietnamese language is an added advantage

- Strong experience in Trafficking, HIV, Gender and livelihoods
- Knowledge and understanding of ADB policies and regulations
- High competence using common desktop applications and internal systems

People Management
- Demonstrated proficiency in supervising staff, including providing honest feedback
- Ability to mentor others
