The Green Cities Officer applies subject specialized conceptual knowledge in support of GGGI’s Green City project delivery. The Green Cities Officer, under close supervision of his/her manager, provides day to day technical support internally as well as to MOC and other relevant government counterparts in the context of the ‘hybrid team’. The position carries out analytical work related to green city development and provides a wide range of contributions in support of delivery of GGGI’s green city project in Viet Nam.

Based in the GGGI office in Ha Noi, the Green Cities Officer will lead implementation of GGGI’s work with the Ministry of Construction (MOC) on green cities. As the Green Cities Officer the postholder will be required to have extensive experience of green cities / urban green growth with broad sector expertise in the field of sustainable development and green growth a plus. The postholder will work closely with MOC to develop key strategic national policy documents for green city development. The postholder will also lead the identification and prioritization of green city development projects in secondary cities, following best practice methodologies and approaches for green growth planning and implementation. The postholder will have strong stakeholder engagement skills, policy development and strategic thinking skills, and experience in project management and implementation. Advanced qualifications and professional experience in Viet Nam are essential.

PURPOSE

  • Implement green city projects, monitors budget, and where necessary seeks strategic steer from manager
  • Compile through research case studies and other illustrative materials which give practical guidance to green city project development and implementation
  • Support the development and implementation of green city projects within the Viet Nam country program and provides technical input to deliver a portfolio of services under the guidance of manager

ENGAGEMENT

  • Acquire information and knowledge by participating in the assessment of program needs and resources to assist in program design, development and implementation
  • Engage in stakeholder mapping and support facilitation of discussion between government, private sector, development partners and civil society
  • Apply sufficient technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output
  • Understand project methodologies and is able to provide a wide range of contributions in support of delivery of components/workstreams in the country program.

DELIVERY

  • The position understands the project cycle and is able to organize his/her analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the work plan and project cycle
  • Assesses delivery issues and works with national counterparts to build common understanding and coordination on project activities
  • The postholder will report to the Program Lead, with travel to project sites and GGGI HQ as required

REQUIREMENTS

QUALIFICATIONS
Postgraduate degree in a relevant field, such as urban planning, civil engineering, development economics, environmental economics, environmental technology
At least 6 years of relevant professional experience
Fluency in written and spoken English and Vietnamese a must

  • Proven project delivery experience, i.e. managing the delivery of results on time and on budget
  • Leadership, team work and creative problem solving abilities
  • Excellent multi-cultural literacy and interest in being a part of an international team working in an evolving and entrepreneurial environment
  • Experience working with developing countries implementing public policy and green growth
  • Extensive experience and in-depth technical knowledge of green cities / urban green growth (this can include water, wastewater, transport, energy, etc.)
  • Experience engaging with government officials of developing countries to influence policy development and decision making
  • Experience working in Viet Nam essential, experience of South-East Asia a plus
