Land surveyor for project “Environmental Remediation of Dioxin contaminated hotspots in Vietnam”

Viet Nam has experienced the worst dioxin pollution in the World. Large quantity of herbicides, which was contaminated with dioxin, was used in the part of the armed conflict over the period of 1961-1971. The soil dioxin concentration in sprayed areas has declined to background level; however, a few sites at the airport where the herbicides (such as Agent Orange) were stored and/or handled are still highly contaminated. To date, three airports used as the military base, namely Bien Hoa Airbase, Da Nang Airbase and Phu Cat Airbase, have identified dioxin ‘hotspots’ whose contamination level exceeds national dioxin limits.

Global Environment Facility (GEF) approved a development project to remediate the contaminated hotspots in Viet Nam. The objective of the project is to minimise the disruption of ecosystems and health risks for people from environmental releases of dioxins (TCDD) contaminated hotspots. The project aims to achieve the dioxin core hotspots being contained or remediated so that the environmental and health risks are eliminated. The project also extends its scope to future land use planning for three dioxin hotspots and national level capacity strengthening on dioxin issues.

Among three hotspots, Bien Hoa airbase is the most extensively dioxin contaminated, in terms of soil, sediment, fish and poultry in and around the airbase. The level and the extent of the contamination are significant, yet it is not fully assessed due to the huge area that the airbase covers.

The Government of Viet Nam is developing a master plan for remediation of dioxin contaminated hotspot in Bien Hoa. The master covers both interim/urgent measures to stop the outflow of dioxin to outside of the airbase and ultimate/final solution to remediate contaminated soil and sediment at hotspot. The interim measure includes the construction of water diversion, retention and isolation facilities to control dioxin contaminated water.

The Project Management Unit (PMU) is looking for a qualified person to undertake land survey to draw a site map for engineering design of the water management system at 2 contaminated sites in Bien Hoa airbase.
