Monitoring & Evaluation Officer

I. Background

The  Small and Medium  Enterprise Development Project in Tra Vinh Province funded by Department of Foreign Affairs, Trade and Development of Canada (DFATD). The project is implemented in 6 years (2014-2020), managed by Tra Vinh Department of Planning and Investment.

The project consists of three components:

1. Component 1: Development of small and medium enterprise.
2. Component 2: Infra-structure  construction  supporting  small and medium enterprise development.
3. Component 3: Capacity building for public administration on supporting SME development. The project needs to recruit: 01 Monitoring & Evaluation Officer (M&E Officer)

II. The specific responsibilities and duties:

M&E officer is responsible for building and implementing the project M&E system. His/her responsibilities include: 

  • Based on the project performance measurement frame (PMF) to build reporting system and data collection methods at all levels of the project for monitoring and evaluating of the project results and progress. 
  • Collaborate with the counterparts to investigate and collect data for reporting, monitoring and evaluating of the project results and progress.
  • Synthesize information and data periodically and in ad hoc for monitoring and evaluating of the project results and progress.
  • Support the investigations conducted by the project in accordance with approved work plan.
  • Implement other tasks requested by the PMU.

III. Selection Criteria:

  • University degree of Economics, Statistics, Community Development and other relevant disciplines. 
  • At least two years of work experience on M& E at the ODA projects. 
  • Good at English (writing and speaking). Good  at Khmer  language  is an advantage.
  • Proficiency at Word, Excel  and application soft-wares for analysis and statistics. 
  • Willing travel to districts and communes. 
  • Reference for the applicants having work experiences at ODA projects inside and outside of  Tra Vinh province.

IV. Working conditions:

  • The M&E Officer will be based at the PMU office in Tra Vinh province and work travel as required.
  • This position will collaborate with project component coordinators, project supporting officers, the PMU.
  • The probation time is two months. A full time contract will be signed per year based on work performance.
