National Consultant for Belgian Development Agency

Within the frame work of the Development Cooperation between the Socialist Republic of Vietnam and the Government of the Royal Kingdom of Belgium, the Belgian Development Agency (BTC) is planning a Formulation for the new project Facility to Capacity Building (FCB).
The formulation will validate and complement the identification document to formulate a comprehensive intervention strategy and mechanism for the intervention. BTC is seeking for a National consultant to join the Formulation team.

Recruitment of this post is carried out under the form of a public tender with indicative timeline as follows:
Invitation to tender: 18/02/2013
Deadline for receipt of proposals: 5pm 13/03/2013
Evaluation and administrative process: 13-20/03/2013
Awarding: 22/03/2013
Formulation Mission: 21 days between 7/04 and 7/05/2013
Work place: Hanoi and one province – Vietnam

Function:
The national consultant will work with an international consultant and BTC experts to compile the technical and financial file and the formulation report of the FCB intervention.
He will act as a resource person for the formulation. He will facilitate contacts and meetings with the different stakeholders, collect all information relevant to his field of expertise, and facilitate the comprehension of the national context, especially at institutional level. He will participate in the strategic discussions and the redaction of chapters of the TFF under the supervision of the International expert. Profile
Master degree in relevant social science, preferably in human and organisational capacity building, organisational management, Education management, etc
Have at least 8 years experience in design/implement/evaluation of the development projects/programs in relating to capacity building/HRM/organisational development
Expertise in scholarship programs or training facilities will be appreciated.
Extensive experience in education and training sector in Vietnam.
Experience in project formulation is an asset.
Fluency in English and Vietnamese.
Ability to work in a team.
