Operations Manager (NOA)

The International Labour Office (ILO) in Viet Nam - a Specialised Agency of the UN- seeks an Operations Manager to strengthen its Office. The post is initially for a period of one year with the possibility of further extension. The duty station is Hanoi with travel to provinces.

The ILO Office in Hanoi implements its activities, its Vietnam Decent Work Country Programme (DWCP) within the ONE UN and in close partnership with the Government of Viet Nam, in particular with its technical line ministry, Ministry of Labour, Invalids and Social Affairs (MOLISA), its social partners, the employers' and workers' organizations.

The Operations Manager works under the supervision of the Director of the ILO Office in Hanoi. He/she performs a wide range of operations tasks in support of an effective implementation of the ILO’s activities and programmes in Viet Nam. He/she will be responsible for coordination and management of administration, procurement, security, accounting, human resources and IT facilities in the office, continuing communication between local office with Regional Office in Bangkok and Headquarter in Geneva. The Operations Manager will collaborate with the Director in all these areas and implement and manage successful system for accounting, financial, human resources and information systems. He/she will present the ILO in One UN operations issues and work in close collaboration with the ILO operations team in ILO Regional and Headquarter Offices.

Education – Master degree preferred, minimum Bachelor’s degree in Human Resource, Finance or similar fields.
Experience - Several years of professional experience (minimum 5 years) at the national level in HR, finance, administration etc.
Languages - Excellent command of one or more working language of the UN/ILO office.
Competencies – Experiences and knowledge of ILO/UN or other international organizations, financial, administrative, personnel systems. Knowledge of the ILO office’s DWCP. Ability to interpret administrative information, to identify and analyze problems. Good drafting skills in English. Proven ability to deal with confidential and sensitive matters. Must exercise a high standard of ethical conduct, honesty and integrity. Proven ability to supervise staff. Strong organizational skills. Strong interpersonal and communication skills, ability to motivate and foster team work. Computer skills in office systems including Microsoft Office (Word, Excel, Outlook, powerPoint).
