Program Assistant

VVAF first returned to Vietnam in 1981 when the first of many delegations arrived to engage discussions with the government of Vietnam on issues of common concern, and to begin the long slow road to healing and reconciliation.  In 1994, with the lifting of the US embargo against Vietnam, VVAF quickly established a representative office in Hanoi, and have been active in humanitarian assistance programs continuously since that time. Our involvement has grown substantially since then, and by mid 2009, VVAF have been active in 18 provinces with a variety of assistance programs.

PROGRAM ASSISTANT, MINE ACTION AND DISABILITY PROGRAM

The International Center-Vietnam Veterans of America Foundation (IC-VVAF) is looking for a male qualified Vietnamese to fill in the following position at IC-VVAF as Landmine Program assistant, 4th Floor, Viet Hong building, 58 Tran Nhan Tong, Hanoi.

Position:            Deputy Program Manager
Duty Station:            Hanoi

QUALIFICATIONS:       

  • Proven excellence in English fluency supported by recognized qualifications
  • At least 1 years of experience of interpreting and translation
  • Proven track record of coping with field conditions and physically and mentally fit to travel nationwide at a provincial level
  • High level of computer literacy including full knowledge and competence with MS Word, Excel, MS Project & Email. Software & experience of PowerPoint, desktop publishing & photo editing an advantage.
  • Good interpersonal and cross-cultural communication skills
  • Maturity and confidence to support delicate discussions at higher levels
  • Familiarity with international NGOs or the United Nations preferred
  • Experience and participation in development projects advantageous
  • Showing patience and high attention to details

DUTIES AND RESPONSIBILITIES:

  • Under the guidance of the Program Manager, the Program Assistant is responsible for liaison and follow-up with Vietnamese partners, Vietnamese government authorities, International partners and other relevant organizations in mine action and disability sectors, including:
  • Maintain an available and sufficient information and archival system of the project
  • Translate documents accurately from Vietnamese to English and vice versa
  • Provide interpretation at meetings, seminars, etc. upon request
  • Assist with organizing in-country workshops and training courses, preparing & translating project training curriculum & materials
  • Prepare correspondences, letters, meeting minutes and other paperwork
  • Assist in preparing project concept papers, project presentation and leaflet, bi-weekly and quarterly reports on project activities to donor.
  • Prepare fund request for project, ensure that all the necessary financial documentation of project activities are complete and in accordance with financial management systems
  • Arrange and facilitate appointments, meetings, seminars and field trips and other logistic/financial requirements of the mine action team
  • Take appropriate field trips nationwide and to abroad as required
  • Provide support for establishing, strengthening and cultivating an effective link between VVAF, its partners and Vietnamese national, provincial, district and sub-district authorities, military, NGOs and other organizations to facilitate the project
  • Abide by the policy and regulations set by IC-VVAF and to represent the organization in a loyal and responsible manner
  • Carry out other tasks as assigned by the Program Manager and/or Country Representative

SUPERVISION AND PERFORMANCE EVALUATION:

The incumbent works under the direct supervision and evaluation of the Program Manager.

The Program assistant will work at VVAF’s office at 4th Floor, Viet Hong building, 58 Tran Nhan Tong, Hanoi with travelling to provinces when needed.
