Scope of Work

For a Program Associate Consultant, Vietnam Country Program

I. Background:

PATH is currently seeking a qualified Program Associate Consultant for a US Centers for Disease Control and Prevention (CDC)-funded program, “HQ Supported Development, Implementation, Use and Evaluation of Interoperable Health Information Systems to Achieve HIV/AIDS and TB Epidemic Control through Improved Health Informatics Policy, Governance, Workforce Capacity, and Systems under PEPFAR”. The project’s goal is to employ health informatics in Vietnam to curb the HIV/AIDS epidemic by accelerating testing and treatment strategies, expanding prevention, improving data quality, strengthening country ownership, and leveraging public and private partnerships.

The Program Associate consultant will work closely with the project team to support the implementation of a HIV case surveillance (CS). The Program Associate consultant will report to the HIV HIS Technical Coordinator and work closely with PATH Vietnam program team.

II. Responsibilities of the program associate:

  • Support the implementation and monitoring of project activities
  • Work closely with IT vendor(s) and government partners to support data cleaning, matching and deduplication activities
  • Support the arrangement of meeting, training and workshop activities including liaising with partners, preparing material and providing logistics for participants, trainers, facilitators, etc.
  • Take notes at meetings and workshops with local partners and prepare/distribute timely minutes
  • Assist with the development, coordination, and monitoring of subcontracts and subagreements, consultant agreements, work orders, purchase orders and other contracts
  • Synthesize feedback from consultants and partners to project’s products
  • Follow up with consultants on their working progress and review their deliverables
  • Coordinate with the administrative team to arrange and provide logistical support for field trip and others travels of project staff, consultants and visitors
  • Pre-review documents submitted by the staff/consultant and partners for payment such as travel expenses, meeting/training/workshop expenses, and upload the supporting documents to share drive.
  • Assist with interpretation and translation of project documents and materials for both internal and external use
  • Format project documents following PATH and partners’ templates

III. Required Experiences and Skills:

  • Bachelor degree with minimum 1 - 2 years of work experiences in a similar role;
  • Experience working with Vietnam Government Organizations;
  • Working experiences in non-governmental organizations or in medical/public health organization programs;
  • Strong organizational skills and a high level of attention to detail while maintaining
    quality of work under tight deadlines;
  • Proven ability to be proactive and self-manage tasks while working in a team environment;
  • Liaise with and provide support to VAAC in activity planning, implementation, technical assistance and report preparation;
  • Excellent skills with Microsoft Word, Excel and PowerPoint;
  • Good communication skills;
  • Proven interpersonal skills and ability to work effectively in a team;
  • Excellent written and spoken Vietnamese and English;
  • Willingness and ability to travel within Vietnam.

IV. Duration:

From January 2022 to 30 September 2022 with an expected LOE of up to 160 days

VI. Travel & Other expenses

No international travel is approved. PATH will reimburse per its travel policy for domestic travel incurred for the project with prior approval (via email approval). Travel must be arranged via PATH’s Hanoi office.

Prior approval is required for any other expense reimbursement (via email approval).
