Programme Assistant

They are looking for an experienced and dynamic Vietnamese citizen to fill the following position

PROGRAMME ASSISTANT – Right to be Heard Programme
(Oxfam Great Britain - Level E1)

The post is offered eight months contract (maternity leave cover), based in Hanoi but with frequent travel

The Role: To assist the development and implementation of Oxfam GB’s assigned projects within “Right  to be Heard” program. It also includes contribution to emergency and rehabilitation responses as local context requires.

Reports to: Programme Coordinator (PC)
Staff reporting to this post: none

KEY RESPONSIBILITIES:
1. Assist PC in the development of Aim 4 Programme and  proposals for fund raising
2. Assist PC in managing programme budget (budgeting and monitoring of budget)
3. Assist PC regular monitoring all networking activities and other activities that managed by PC and also provide support to partners in implementation of those activities.
4. Support PC and Program Officer (PO) on advocacy work (including documentation, sharing project/programme lessons through workshops, IEC activities, etc.)
5. As required participate in and taking notes of related forums and workshops
6. Draft internal and external reports (financial and narrative) in relation to activities that managed by PC.
7. Assist PC and PO in programme planning and designing process for development of new projects as well as in implementing on-going projects under Aim 4 program.
8. Provide some other admin support for Aim 4 team and manage intern staff.

SKILLS & COMPETENCIES:   
 
Job Specific Competencies:
- Vietnamese national. University degree.
- Work experience in programme/projects planning and management. Working experience with NGOs or international organizations is preferable
- Knowledgeable background in rural development, poverty and ethnic minority issues
- Basic understanding of political system and issues such as Civil Society, Governance, Democracy and planning reform issues in Vietnam
- Sensitivity to issues of gender and diversity.
- Familiar with participatory development approaches
- Ability to work to deadlines, work under pressure within the office and on business trips, and prioritize routine and ad hoc tasks.
- Ability to work independently as well in a team in a multi-cultural working environment.
- Good communication skills and report writing skills.
- Good written and spoken English.
- Good computer skills, especially for the common used software for word processing and spreadsheet.
- Ability to travel to project areas and sub offices in Vietnam.

Gross Annual Salary Range: US$ 6,300 – US$ 10,080
