We are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

Programme Officer, Partnership for equitable Resilience to the impacts of climate change of the Coastal communities in Red River delta (PRC Project)

The Role: To work with project team and partner to implement the Climate Change Adaptation project in Red River Delta

Report to:     Associate Country Director, Oxfam Novib

KEY RESPONSIBILITIES:

1. Take lead for proving support to MCD (Oxfam Novib’s partner) for implementing the Partnership for equitable Resilience to the impacts of climate change of the coastal communities of Red River Delta- PRC project to ensure quality implementation of project activities and follow timeframe and work modalities establishing partnership with MCD and province and district authorities where necessary.

2. Provide support to MCD for developing project implementation monthly, annual plans and budget in consultation with the project officers, district officers and province partners.

3. Building Disaster Risk reduction and Climate Change Adaptation capacities of MCD staff and local partners conducting participatory capacity, vulnerabilities analysis (PCVA), supporting communes and district leaders for developing commune adaptation plan, emergency preparedness linking with the national CBDRM program and SEDP at commune, district and province level

4. Work with MCD for assess training needs, develop training curriculum in line with Oxfam and other tested available training materials, facilitate training sessions and follow up the training impact.

5. Work with MCD for developing livelihood adaptation options for the vulnerable women and men of the project areas, do feasibility studies of income generating activities, and skill development training and supporting for implementation of livelihood options

6. Support MCD for using adaptation funds for disaster risk reduction and climate change adaptation, preparing guidelines, conducting assessments, working with the district and communes focal persons for implementing activities 

7. Review monitoring, evaluation, accountability and learning (MEAL) framework of the PRC project, and work with CD for conducting baseline survey, progress monitoring events, producing six monthly progress report and learning review, annual progress report  and final review, set beneficiary accountability  mechanism and learning events ( case studies, blogs, video clips), organise donors’ visits etc.

8. Manage project budget and spending monitoring, get partners finance report, and facilitate partners for their fund auditing.

9. Produce six monthly, annual, and end of project narrative report, get finance report as per donor’s requirements, standards and formats.

10. Network actively with government (DMC/MARD), MoNRE and networks i.e JANI,  CBDRM TWG, CCWG to develop and implement joint initiatives and advocacy such us national CBDRM programme, SEDP etc,

11. Ensure implementation of Oxfam and donor’s operational policies, procedures and guidelines.

SKILLS AND COMPETENCE

Job Specific Competencies
•    Sound experience in project coordination and negotiation, including participatory approaches
•    At least 5 years experience in resource management e.g. people, finances, assets etc.
•    University degree, preferably development work, social sciences related or/and management
•    Expertise and working experience in relevant areas: DRR/CCA, livelihoods, coastal management, gender equality, facilitation and training etc.
•    Practical experiences of conducting baseline survey, Monitoring, evaluation and learning process
•    Strong written and spoken English and Vietnamese
•    Good computer skills (MS Word, Excel, PowerPoint etc)
•    Able to travel to programme/project sites on a regular basis
•    Vietnamese nationality

Gross Annual Salary Range:  from VND260.383.472 to VND356.184.938 plus medical for staff and social insurance
