Project Coordinator

Danish Deaf Association (DDL) and Hanoi Association of the Deaf (HAD) are seeking a Project Coordinatorfor the project “Make Deaf people and Sign Language visible in Hanoi” to be implemented from March 2017 to December 2018 in cooperation with the Danish Association of Physically Disabled (DHF) and DP-Hanoi.

While the project cooperation between HAD and DDL is very new, the DHF and DP-Hanoi has been working together since 2004. All four organisations are Non-Governmental Organisations of persons with disabilities. The primary objectives of the project are to strengthen the HAD as an organisation through capacity building, to take the first steps in getting HAD a legal status, to raise awareness about deaf issues in Hanoi, and to train Sign Language interpreters.

We are therefore recruiting a Project Coordinator who will be responsible for implementing the project’s activities. The Project Coordinatorwill be based in Hanoi and have two main duties: be the project administrator and be coordinator/coach/advisor for the project.

Position type: Full time, contract term corresponds with project lifespan March 2017 to December 2018.The contract can be extended if a new project is approved.

Main tasks and Responsibilities

The project coordinator for DDL and HAD in Vietnam has the two main duties: to be project administrator and be an coordinator/advisor/coach for the project/HAD. This means:

As project administrator:

  • Ensure that Danish values and standards are integrated into the projects and the partnership
  • Ensure that the project is implemented according to project documents, The Danish Civil Society Strategy and Danida’s guidelines for project implementation.
  • Support a smooth communication between all partners including the Vietnamese and Danish partners
  • Oversee the project finances in Hanoi in cooperation with DP-Hanoi
    • Follow up on and manage activity budgets
    • Prepare financial reports and receipts to DP-Hanoi when each activity has been completed
  • Reports from our Vietnamese partners
    • Receive and comment on periodically reports from the project partners
    • Follow-up on reports
  • Reporting to the Danish partners
    • Monthly reports sent before the 15th of each month.
    • Ensure that the Danish partners are informed in order to comply with the reports demanded by the Danish donor.
    • Make an annual report that gives a general idea of the projects status, will have to be made in a format developed by our donor.
    • Ongoing communication with the DDL in the form of email and Skype
  • Be responsible for data collection to the project’s M&E system

As coordinator, coach, and advisor:

  • Be advisor for the HAD in OD, advocacy and other areas relevant for the development of the HAD as an organisation
  • Coordinate HAD’s activities with other partners
  • Be pro-active and look after joint initiatives on joint problems for all partners
  • Organize project visit, evaluations etc. for DDL/DHF, Danida and any other potential donor or partner.

In addition to these tasks, the project coordinator can be assigned to other tasks such as:

  • Formulation of new programmes, projects and applications
  • Participate in coordination with other Danish NGOs and international NGOs working with the theme of deaf.
  • Support the information work in Denmark

Selection Criteria and Qualifications

  • University graduate in social sciences, education, project management, or similar
  • Knowledge and experience in capacity building of local stakeholders/partners
  • Experience in advisory support to civil society organizations.
  • Experience with deaf culture, informal training, advocacy programs, resource mobilization and participatory approach is an advantage.
  • Experience in leadership and management, preferably ofNGOs
  • Excellent presentation, negotiation and interpersonal skills.
  • Excellent report writing skills.
  • Experience with basic financial management is desirable.
  • Fluency in English, Vietnamese, and Hanoi Sign Language.
  • Computer literate and effective abilities in Word, PowerPoint, Excel.
  • Ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure.
  • Sensitive to needs of marginalized population and deaf people.
  • Able to communicatein a credible and effective way.
  • Building and promoting partnerships between partners.

The project coordinator work under guidance and in cooperation with the DDL head office in Copenhagen.

An introduction to DDL development values, principles, guidelines and standards will be provided. Previous knowledge of Danish values and standards is not required.
