The Vietnam country office is committed to respond to community health needs in Vietnam and works in such areas as reproductive, maternal, and child health, TB, HIV, vaccines and immunization, emerging and epidemic diseases, and health technologies. To achieve impact, PATH Viet Nam works across the public and private sectors and focuses on sustainable, system-level changes.

PATH is preparing for work under a new United States Agency for International Development (USAID) Cooperative Agreement entitled Healthy Markets Activity. This project has not yet been awarded. The project’s overall goal is to contribute to the prevention of new HIV infections among most at risk populations. The expected program will include a network of complementary partners to bring about changes that result in strengthened local leadership and capacity for comprehensive and effective programming and social marketing of critical HIV goods and services.

PATH seeks a Project Finance and Administrative Associate to provide financial and administrative support to the project. Under the guidance, supervision and direction of the Senior Finance Officer, the Finance and Administrative Associate’s specific responsibilities include:

  • Complete documentation of financial transactions in compliance with PATH and donor regulations prior to inputting into the accounting system;
  • Input financial and accounting data into the computerized accounting system and create payment vouchers for approvals;
  • Coordinate with the bank on banking issues such as unidentified banking transactions, bank statement follow-up;
  • Handle bank cash withdrawals, bank transfers and other bank related transactions if required;
  • Manage filing of project financial documents;
  • Assist with completing necessary documentation and procedures for value added tax (VAT) report and refund for project expenditures to meet donor’s requirements;
  • Assist with financial monitoring of sub-recipients expenditures;
  • Review project payable account and track payment record of sub-awards, consultants, work order, purchase order, trainings/workshops/meetings payments and travel. Keep tracking system up-to-date and ensure timely payment as well as avoid double payments. Track advances in accordance with advance policy and notify staff of outstanding advances;
  • Responsible for recording and tracking list of project equipment;
  • Coordinate with office finance team members with the monthly financial report preparation as requested;
  • Assist project teams to prepare for workshops, trainings, meetings, procurement and other project activities as needed;
  • Assist with translation of project related documentation;
  • Other tasks as assigned.

Required Skills

  • University graduate with finance/accounting background preferred;
  • Good computer skills in Microsoft Word and Excel, skills in Quickbooks accounting software a plus;
  • Well-organized and attention to details skills;
  • Good communication skills;
  • Proven interpersonal skills and ability to work effectively in a team;
  • Excellent Vietnamese and good English skills.

Required Experience

  • Minimum of two years relevant work experience;
  • Experience working with INGOs and USAID funded projects a plus.
