The DRR & ER Project Officer is a member of DRR&ER team and primarily responsible for the implementation of “Digitalizing learning materials on disaster risk reduction (DRR) and climate change adaptation (CCA) for the deprived children from 6-15 years old, especially children with disabilities (CWD).)” project, in Hanoi and Quang Binh province in partnership with the province department of Education and Training and project schools.

S/he will assist to ensure that project implementation is consistent with SCI and Members’ programming principles and approaches, draw on good practices and lessons learned, enable children to attain their rights and are compliant with donor regulations.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Responsibilities

1. Project Planning and Implementation

  • Support project manager in develop projet detailed implementing plan in consultation with the partners, budget holder  and others from education team, DRR team when appropriate and necessary.
  • Work closely with the consultant, digitlized solution firm and the partner to prepare, organize, implement project activities in a quality and timely delivery manner.
  • Provide technical assistance/ guidance in terms of DRR and CCA educational activities with children, especially the margianlized children, digitalized solutions for development and completion of digitalizing learning materials on DRR/ CCA for the deprived children in compliance with SC’s policies, program principles, approach and donor compliance.
  • Liaise and manage relationships and contracts with key project partners including provincial government agencies and local partners.
  • In collaboration with the partner, engage in need assessments, stakeholders-consultative meetings, online/ offline workshops at different level.
  • Prepare logistics arrangements for need assessment, workshops, meetings with the partners, beneficiaries in alignment with SC’s regulation and donor regulation.etc
  • Monitor project implementation with the partner, consultant and digitalized solution firm to ensure the project activities are met the expected on time and on budget, goal focused delivery of high profile project, thereby increasing sustainability and results at scale.
  • Work closely with the team to share information and support the implementation on time.
  • Provide direct supervision to implementation partners/ volunteers to ensure the project team works productively in field implementation
  • Effectively use all project resources to ensure that activities are carried out as planned, corresponding to project objectives as outlined in the project design
  • Coordinate project implementation activities in accordance with the schedule and budget as agreed between the stakeholders
  • Identify deviations from planned activities, unexpected problems and provide timely information to the budget holder full consultation.
  • Participate in Country Annual Planning and gather necessary information

2. Emergency Preparedness and responses, which is not the main scoep of this project but will be involved as an ad hoc task.  

  • Working with the team members and relevant partners at provincial to commune level in consultation with line manager to ensure all project’s activities run as required and agreed workplan.
  • Facilitate beneficiary identification, relevant training for local partners, and provision of emergency items for flood affected communities,
  • Work closely with DRR team members and local partners to draft and finalise workplan for emergency response, detailed implementation plan and distribution plan which are aligned with community’s needs
  • Work with DRR team members and other relevant departments to develop or adjust existing communication materials/ training materials in use for communication sessions when delivering emergency response.

3. Finance Management and Budget Control

  • Work closely with line manager and finance team in overall project budgeting, cash forecast, phasing budgets and expense claim. 
  • Ensure the effective and efficient use of all Save the Children resources in order to keep cost-efficiency of the actions.
  • Havng timely communication with budget holder and DRR team members to update project financial progress and project issues if any. 

4. Program Development, Monitoring, reporting, accountability and learning

  • Monitor project activities conducted by partners to ensure project activities implemented as per work-plan
  • Keep up-to-date the project progress with the line manager and the DRR team on a weekly and monthly basis and when having any burning issue.  when appropriate
  • Be responsible for the field MEAL, including regular monitoring visits to targeted provinces and the post distribution monitoring, evaluation, learning and accountability across team.
  • Collect feedbacks from beneficiaries and partners on project implementation and any other project related issues.
  • Initiate the development of case studies and other project materials (such as??).
  • Draft (semi and annual reports) for line manager to finalize the report before submission to the donor
  • Actively participate and provide inputs for developing new concept notes/proposals for climate change adaptation and mitigation and emergency response.

5. Representational/Coordination/Networking

  • Ensure effective communication in order that all partners are well informed on project objectives and activities
  • Meet with local partners, teachers/facilitators, caregivers on a regular basis
  • Maintain working relationships with all stakeholders through collaboration and cooperation
  • Represent the project in workshops and meetings as requested by Project Manager.
  • Actively collaborate with sectoral colleagues in SCI Vietnam to promote shared directions, exchange best practices, and provide assistance

QUALIFICATIONS

  • Bachelor’s degree or higher in community development, social work, environment or related fields
  • English certificates or language skill evidence.
  • Any qualifications about child led climate change mitigation and adaptation and disaster risk reduction will be a plus.

EXPERIENCE AND SKILLS

Essential

  • At least 3 years’ experience at project officer’s level in an NGO environment, including experience implementing programs in CCA/ DRR and T4D Experience in child centered climate change adaptation and mitigation and community - based disaster risk management and supporting disadvantaged children or ethnic minority groups.
  • Be sensitive, updated and interested in technology issues, as this project is about application development
  • Willing to travel with frequency of at least twice a month in normal condition (3 – 4 days per time).
  • Good understanding of challenges facing vulnerable children and communities affected by natural disasters
  • Commitment to humanitarian principles/accountability frameworks, especially for work with vulnerable populations.
  • Ability to work effectively with people of diverse backgrounds.
  • Well organized and good experience of effective budget monitoring, developing and management.
  • Good skills in communicating in English and Vietnamese.
  • Good interpersonal skills.
  • Commitment to and understanding of SCI aims, values and principles including rights-based approaches

Desirable

  • Understanding and interest in Education technology, education application development, IT or related topics.
  • Have a very high level of personal and professional integrity and trustworthiness;
  • Be both self-confident and humble;
  • Thrive in a fast-paced and fun environment
  • Prior experience working with Save the Children and familiarity with organization’s policies and procedures will be an advantage.
