Project Officer

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH support the German Government in achieving its objectives in the field of international cooperation for sustainable development. We work in a variety of fields and support our cooperation partners in designing strategies and meeting their policy goals. GIZ has been working in Vietnam for more than 20 years. The GIZ project “Energy Efficiency and Climate Change Mitigation in the Land Transport Sector in the ASEAN region” under the programme “Cities, Environment and Transport” aims to develop strategies and action plans for more suitable transport in the region. The project’s regional activities are in the area of strategy development, green freight and logistics, clean fuels and vehicles and Nationally Appropriate Mitigation Actions (NAMAs) in the transport sector. At the national level the project supports relevant transport and environment government bodies in the Philippines, Vietnam, Thailand, Malaysia and Indonesia, for the development of national action plans and improvement of policy monitoring system (MRV). For the implementation of the project in Vietnam, GIZ will closely collaborating with the Ministry of Transport. The project is looking for a local professional for the position of:
Project Officer

Duty station: Hanoi

Duration: until December 2015

Main responsibilities: the Project Officer will deliver technical assistance to project counterparts and coordinate project activities:

  • Provide technical advice to project counterparts in the area of low carbon transport policies, action plans and monitoring. Main counterpart is the Ministry of Transport, other relevant cooperation partners include Ministry of Natural Resources and Environment, Directorate for Roads of Vietnam, Institute for Environment and Resources, Climate Change Research Center;
  • Support the development of greenhouse gas emissions reduction plan and/ or NAMA development including procedure for MRV;
  • Implement capacity development activities (including presentation, technical inputs for workshops, training organization, …) according to project work plan and ad hoc requests;
  • Support cooperation, assist as liaison among the project and relevant ministries, partners non-government organizations, universities, GIZ Vietnam;
  • Support the development of strategies, technical concepts, studies, project reports and presentation documents;
  • Assist with research activities and data mining on sustainable transport issues;
  • Assist with public relation works

Minimum requirements

  • Master degree in transport or specialization in environmental or climate change mitigation economic and policy;
  • Minimum 3 years of relevant occupational experience in a comparable position on transport and/ or climate change;
  • Experience in project management;
  • Excellent communication and strong interpersonal skills;
  • High level of oral and writing skills in English;
  • Good working knowledge of telecommunication systems (phone, fax, e-mail, internet) and computer applications (e.g. MS-Office);
  • Service orientation and proactive working style;
  • Team work ability, dynamic, self-management, self-motivated character and interest in development work
