Job Description

World Vision Vietnam (WVV) invites competent Vietnamese candidates for the position:

04 Special Project Officer for Ending Violence Against Children in the Greater Mekong Sub-region project (EVAC-GMS) in Van Chan, Luc Yen Area Development Programs (ADPs), Yen Bai province and Muong Cha, Tuan Giao ADPs, Dien Bien province

EVAC’s Project Goal: Vulnerable children and youth (girls and boys of 12-24 years) are cared for and protected from child trafficking, abuse, neglect, exploitation, and all other forms of violence, within supportive families and communities.

  • Outcome 1: Children and youth, especially the most vulnerable, are empowered with the skills and knowledge to reduce their personal risk to trafficking and related forms of violence.
  • Outcome 2: Families and caregivers are provided with access to adequate and appropriate services in order to care for and protect their children.
  • Outcome 3: Communities are strengthened and working together to create a safe and protective environment for all children.
  • Outcome 4: Systemic barriers are reduced to addressing violence against children, including trafficking.

The project will be integrated in Van Chan, Luc Yen, Muong Cha and Tuan Giao ADPs. There are one Manager, one Coordinator, one DME Officer and one Financial Officer who are based at the national office and 4 Project Officers who are based at ADP level.

Purpose of the position:

To assist the Project Manager and ADP Manager in planning, implementing, monitoring and evaluating EVAC project activities for achieving the goal, outcomes, and outputs which are included in the EVAC design document and logical framework, particularly related to child protection, anti-trafficking, covering prevention and protection, advocacy aspects at local level.

Main Responsibilities:

1. Planning

  • provide assistant to the EVAC Project Manager and ADP manager with technical support from Project Coordinator and DME Officer to develop Plan of Action at grassroots levels, ensuring the integration between EVAC and ADP.
  • Identify problems and alternative solutions as well as opportunities for partnership by participating in community needs assessments including stakeholder analysis and situation analysis in collaboration with other ADP team members.
  • Identify potential stakeholders and resources for partnerships/ project implementation in the target locations.

2. Project Activities Implementation, Monitoring and Reporting

  • Provide assistance is provided to partners in providing safe migration assistance services.
  • Promote and strengthen partnership with the community based Child Protection Committees on child protection and combating violence.
  • Provide assistance to training on life skill education and vocational training for children and youth.
  • Provide assistance and protection services to vulnerable and victims of trafficking and child protection incidents.
  • Provide support to each client and the progress of his/her reintegration is tracked in cooperation with government counterparts.
  • Organize meetings monthly or when needed with volunteers, case workers and Project Management Boards (PMB) for reflection and case management review.
  • Ensure appropriate expenditures/utilization of funds.
  • Establish partnership with appropriate stakeholders.
  • Monitor project activities at the ADP level to ensure the project goal and outcomes are achieved.
  • Gather and document information about project activities regularly.
  • Act as a contact person of the ADP for routine issues concerning EVAC
  • Attend reflection meetings at ADP and EVAC meetings at national level
  • Provide assistance to EVAC Project Manager and ADP manager with technical support from Project Coordinator and DME Officer in project design, implementation, monitoring and reflection
  • Implement project activities in integration with the other projects at ADPs
  • Develop and deliver project reports on time and with good quality.
  • Ensure EVAC related document at field are filed for references
  • Follow strictly WVV finance procedures and guidelines
  • Support Project Coordinator in liaising with Provincial Program partners upon request
  • Make contribution to project baseline survey, participatory rural appraisal, final evaluation, or other social surveys

3. Capacity Building

  • Train volunteers and caseworkers on facilitation and program skills.
  • Provided life skill and positive parenting education to targeted groups.
  • Provide assistance to the Project Coordinator in capacity building for caseworkers and government counterparts who will carry out child protection activities at grassroots levels
  • Provide behaviour Change Communication and share lesson learnt of EVAC project activities with other ADPs.
  • Documentation
  • Contribution is made to project good practices, lesson learnt and MSCs and other documentations upon request

Requirement:

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

  • Bachelor degree
  • Bachelor social science or related fields
  • Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;
  • Community mobilisation skills, including networking/coordination among different local partners;
  • Demonstrated training and group facilitation skills;
  • Case management skills;
  • Good time management and organizational skills;
  • Good interpersonal and communications skills;
  • Fair English, especially report writing and reading skills;
  • Good computer skills in Word, Excel, Power point and email;
  • 1-2 years of relevant work experience.
  • Experience in INGO-funded project planning and implementation.
