The German Ministry for Environment, Nature Conversation, Building and Nuclear Safety (BMUB) has commissioned GIZ for the implementation of the project Cool Contributions fighting Climate Change (C4). As a global project, C4 supports an international control for F-gases in combination with increased energy efficiency in the refrigeration, and air-conditioning and foam-blowing (RAC&F) sector. It strengthens cooperation between relevant mechanisms and initiatives, most notably between the UNFCCC and the Montreal Protocol by promoting a coordinated agreement and reducing overlaps.

In cooperation with the National Ozone Unit of the Department of Climate Change (DCC) in the Ministry of National Resources and Environment (MONRE), the C4 project supports Viet Nam as one of its selected partner countries in formulating national GHG mitigation strategies in the RAC&F sector and thereby advancing their Nationally Determined Contributions (NDCs) under the Paris Agreement. This support is carried out through a close coordination between the C4 global project team in Germany and GIZ Viet Nam. The improved framework conditions will encourage the use of energy-efficient RAC&F equipment and environmentally friendly natural refrigerants and blowing agents. These measures will, in turn lead to realizing a more climate-friendly RAC&F development pathway.

The project requires a qualified national professional for the position of:

Project Officer

for the Global Project “Cool Contributions Fighting Climate Change”

Duty Station: Hanoi, Vietnam

Duration:ASAPuntil September 2018

Main responsibilities:

 

  1. Project coordination and monitoring

  • Support the implementation of activities in Vietnam in close coordination with the C4 global project team in Germany;  

  • Support coordination between C4 global activities and activities Vietnam to ensure coherent;  implementation and exchange of information

  • Support update of operational plan as well as monitoring and evaluation of the project on a continuous basis;

  • Facilitate project coordination with the key counterparts such as the National Ozone Unit / Department of Climate Change– DCC of MONRE) and the Ministry of Industry and Trade – MOIT and other relevant stakeholders;  

  • Plan, coordinate, and implement stakeholder workshops;  

  • Support counterparts and the GIZ Vietnam staff in the implementation of local subsidy contract(s) and/or financial contract(s)

  • Assist and follow up with local consultants in carrying out studies, cost-benefit analyses, inventories, stakeholder meetings, and site visits;

  1. Knowledge management

  • Support proper documentation and dissemination of C4 activities for reporting and communication purposes;

  • Collection of relevant information from ongoing national processes and discussions as well as different projects and organizations.

Minimum requirements

  • University degree, ideally in a subject related to at least one of the following fields: environmental science, climate change, energy, economics

  • At least 3-5 years of professional working experience in public advisory services or in the private sector, with a focus on at least one of the following fields: environmental science, climate change, energy, finance, RAC&F or similar fields

  • Experience in project management, change processes, and multi-stakeholder coordination in Viet Nam

  • Experience in economic and technical analysis, public awareness-raising and capacity-building activities would be an asset

  • High level of written and oral communications and report writing skills in both English and Vietnamese.  

  • Excellent communication and networking skills

  • Very good analytical and writing skills

  • Prior work experience with international development assistance organizations and programs.

  • Excellent command of MS-Office

  • Good working knowledge of modern telecommunication systems (telephone, fax, e-mail, internet)

  • Demonstrated networking skills and ability to work well in a team.

  • Dynamic and self-motivated character
