Project Technical Monitoring Officer for Greenhouse Gas Emissions Verification in Rice Cultivation (National position, based in Ha Noi) -  (Employment contract)

We seek a Project Technical Monitoring Officer for Greenhouse Gas Emissions Verification for the AgResults Vietnam GHG Emissions Reduction Pilot (AVERP).

AVERP aims to develop, test and scale up innovative technologies, tools, and approaches to reduce GHG emissions in the land cultivation and production stages for rice, while reducing poverty, protecting the environment and preparing for climate change. The pilot utilizes a pull mechanism, an innovative finance mechanism that provides monetary incentives to overcome market barriers, in order to spur a diverse pool of actors (“Solvers”) to achieve significant GHG emissions reductions. The pilot will be implemented in Thai Binh province in the Red River Delta for the period of 2017 – 2021.

Reporting to the Team Leader, the Project Technical Monitoring Officer for GHG Emissions Verification will be responsible for contributing to the GHG emissions measurement and verification design including the modelling of the Denitrification-Decomposition (DNDC) system,  co-overseeing and co-monitoring all Pilot Verification activities on on-farm GHG emissions measurement and lab-based analysis; and a web-based GIS database system of selected Solvers that will be carried out by external organizations contracted independently by the Secretariat and support the Team Leader as necessary with the operations of the Pilot.

Main Responsibilities:

1. Pilot design and mobilisation phase

  • Collaborate with the Secretariat and Team Leader to assist in the finalization of a verification design including field-based GHG emissions verification process, lab-based GHG data analysis and quantification
  • Assist in the preparation of series of documents on Contest Rules and Regulations, Dispute and Fraud Management Process, quarterly and annual reports to the Secretariat, annual work plan and others
  • Assist with the organisation and conduct outreach to potential Solvers; and other public announcement activities
  • Assist with the review and scoring of Solver’s technical applications and oversight of activities

2. Pilot implementation phase

  • Field-based GHG emissions measurement and quantification (phase 1) and GHG modelling system (Phase 2)
    • Co-oversee and monitor closely the work done by the Verification team, field-based extension workers mobilized for field agronomic data collection and experiment plot management and selected Solvers to ensure consistency in the technical proposal and work plans. Responsibilities may include but not limited to:
    • Collaborate with the selected Solvers and Verification Team to define key dates of field samplings for GHG emissions and coordinate the work plan among key stakeholders for systematic management and cross check of all field data collection 
    • Field monitor and cross-check the agronomic data collection and Solver’s experiment plots by Verifiers and field-based extension workers
    • Set up and maintain a crop-based GHG emissions database for all Solvers, conduct data analysis and prepare the consolidated report for each crop for all Solvers
    • Liaise with the Pilot Verifier to cross-check all data sets; record and regularly update them in the database and tracker
    • Prepare weekly, monthly and quarterly field management reporting to the Team Leader
  • General operational management and support
    • Provide operational support including communications & reporting, outreach and research as may be required
    • In collaboration with the Team Leader, liaise with project stakeholders as assigned
    • Liaise with the Independent Evaluator as needed
    • Provide any other advisory services as may be requested by the Steering Committee, Secretariat and Pilot Manager team

General Qualifications:

  • Minimum of 03-05 years of experience working in the lab for analysing GHG emissions samples; field GHG sample collection; field monitoring and verification with an eye towards identifying fraud, preferably in the field of rice cultivation in the Red River Delta. Knowledge and experience in GHG modelling for rice is an asset.
  • Bachelor’s degree required in science, agriculture or related; knowledge and experience of conducting agricultural data statistics or other related field preferred.
  • Excellent analytical, project management, time management, and problem solving abilities.
  • Willingness to travel frequently to Thai Binh province
  • Excellent interpersonal, verbal and written communication skills both in English as well as Vietnamese.
  • Willingness to act ethically with all stakeholders including the Verifiers and Solvers in all settings  and treat all project information and data on each and all Solver’s protocols with absolute confidentiality
  • Demonstrated excellence in oral, written and reading comprehension abilities.
  • Computer literacy, including MS Access database, MS Excel, MS Project 2010, MS Outlook, MS Word and other Microsoft Office programs. Training in SPSS and/or STATA a plus.

Type of Contract: Employment contract. One year contract, with the possibility of an additional three year extension.

Desired start date:  March or April 2017.
