Public Health Expert as Senior Programme Officer

The programme “Strengthening Provincial Health Systems” is supporting the Ministry of Health and the provincial Department of Health to improve the provision of quality health services for the population, particularly for the poor and disadvantaged in the five provinces Yen Bai, Thanh Hoa, Phu Yen, Thai Binh and Nghe An. The project is implemented under the guidance of the Ministry of Health and is in its second phase with two components: (1) Strengthening the quality of management and (2) Strengthening the quality of curative and preventive health services. The programme is looking for a qualified local candidate to fill the following positions:

Public Health Expert as Senior Programme Officer
Duty station: Ha Noi, Viet Nam
Duration: initially until December 2016

Main responsibilities:

  • Support the planning, organization, monitoring & supervision and evaluation of programme activities in provinces; coordinate with the political institutions in the provinces to facilitate the implementation of the health programme;
  • Support an efficient coordination and communication work of the programme, the national counterparts in the Ministry of Health, Department of Health at national and provincial levels;
  • Provide technical advice to the partners at national and provincial levels;
  • Establish and maintain the excellent flow of communication and professional relationships with other governmental and non-governmental organizations, institutions and agencies operating in the field of Health Systems Strengthening;
  • Participate in and provide technical assistance in developing, conducting and publication of relevant studies and surveys;
  • Present the programme outcomes at national and international workshops and conferences upon request;
  • Supervise GIZ national staff at provinces;
  • Provide assistance to help the relevant stakeholders and service providers at all levels to be familiar with the principles of Technical Cooperation, especially those with the Federal Republic of Germany.

Minimum requirements

  • A medical doctor with a postgraduate degree in Public Health or a similar qualification;
  • 10 years of relevant professional working experience; experience in similar positions in international technical cooperation and project implementation is a must;
  • Very good knowledge and practical experience of Hospital/ Health Facility processes and Hospital Management and Quality Management Issues; good knowledge of the Hospital satellite program in Vietnam and the latest policies and guidelines with regard to the Law on Examination and Treatment; knowledge and practical experience in e-Health/ Telemedicine would be an asset;
  • Excellent proficiency in written and spoken English;
  • Proven proficiency with Windows and MS office (Word, Excel, PowerPoint, Publisher);
  • Excellent communication and strong interpersonal skills; dynamic and self-motivated character;
  • Ability to work independently and in an international culturally diverse team;
  • Ability to meet deadlines and work under time pressure and occasionally on weekends and willingness to travel and work in remote project locations.
