Request for CV submission from National Individual Experts/Specialists

Request for CV submission from national individual experts/specialists for positions of National Consultants, as follows:

1. Two (02) National Consultants to support Da Nang Department of Home Affairs (DoHA) in researching, revising, improving and piloting M&E system for Public Administration Reform (PAR) in Da Nang city;
2. Two (02) National Consultants to support Da Nang DoHA in studying and developing civil servants’ performance based evaluation models.

The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) Public Administration Reform process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
With regard to the revised Annual Work Plan in 2011 approved by UNDP and MOHA, the project aims at supporting Da Nang City (Da Nang DoHA) to: (i)  Revise and improve M&E system for PAR in Da Nang city; (ii) Develop and pilot civil servants’ performance based evaluation models. To facilitate the implementation of these activities, four (04) national consultants will be recruited, two (02) national consultants for each activity.

Work duration: 09 months in line with Project period in Da Nang city..
Work locations: in Da Nang city and other locations required by Ministry of Home Affairs.
