WORK CONTEXT / BACKGROUND:

World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 18,000,000 (FY17) with funding from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 440 staff, of which 99% are Vietnamese nationals.

Currently, World Vision Vietnam is implementing 38 Area Development Programmes (ADPs) which operate in 5 zones: North1 (Dien Bien, Hoa Binh), North2 (Yen Bai – Tuyen Quang), North3 (Thanh Hoa, Hung Yen, Hai Phong), Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). From FY18, WVV adopts and implements the new operating model, therefore, most of the ADP will be renamed as AP (Area Programme). WVV’s APs usually focus within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV also implements different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

In alignment with the three ministry strategic objectives World Vision Vietnam implements three Technical Programs (TPs): Child Protection, Nutrition and Livelihoods. TPS are national level programmes implemented by World Vision in multiple geographic locations within a country, which are designed to ensure that WVV will achieve the highest impact for the well-being of children, in accordance with relevant Technical Approach and NO strategic objectives.

In World Vision Vietnam, Micro Finance (MF) is a specialized managed Program in close integration with ADP/AP. MF program mainly contributes to Nutrition and Livelihood TPs, by assisting the economically active poor and graduating the moderate and poorest of the poor into entrepreneurial skills. This will be accomplished through a sustainable MF program that provides access to loans, savings and insurance within APs. Currently there are about 70 staff working for MF program in 8 branches in 5 provinces (Hung Yen, Thanh Hoa, Quang Tri, Quang Nam, Danang).

PURPOSE OF POSITION:

To provide objective assurance that the organization’s control processes and risk management are adequate and functioning.

This position has a dual role: (i) support the World Vision Vietnam’s Micro Finance Program in maintaining high standards of financial and operational stewardship at both the branch level as well as at the National Office level (about 50% of time); (ii) support the WVV Internal Audit team on Risk Based Integrated Audit of WVV (about 50% of time).  

The audit scope of the position includes the following:

  • MF branches,

  • MF Program office in Hanoi

  • Grants

  • Sponsorship and other funding projects

  • WVV departments / functions

MAIN RESPONSIBILIY:
  1. Micro Finance Program

  1. Planning

  • Annual Audit Plan that outlines the activities to be undertaken during the year is prepared and submitted to VFI Asia Regional Audit Manager.

  • Audit Engagement Plan is developed and submitted to VFI Asia Regional Audit Manager for approval.

  • Appropriate and timely revisions are made to the Audit Manual, MF Program Manuals in accordance with of Internal Auditor’s Standards changes in VFI.

  1. Audit performance and reporting

  • Audits of MF Program office in Hanoi, MF branches, Grants as required/requested by VFI and/or MF Program Management are carried out in a professional and timely manner.

  • Audit reports are published and submitted within the VFI standard set.

  • The responses of audit findings and the implementation of audit recommendation are monitored closely and effectively.

  1. Capacity Building

  • “Best Practices” in financial stewardship from audited projects are obtained, a database of this information and/or incorporate this in the WV Vietnam Audit Programs is maintained, and these initiatives are shared with other projects.

  • Training or workshops as required regarding major audit findings and issues discovered during the audit process are conducted.

  1. Audit performance and reporting

Plan, perform and finalize financial and non-financial audit activities assigned based on Risk Based Integrated Audit Approach according to annual audit plan and other ad hoc audit engagement including: (but not limited to):

  • Identify and communicate issue raised, offering recommendation relevant to business and risks.

  • Ensure audit conclusions are based on complete understanding of the processes, circumstances and risks.

  • Obtain and review evidence ensuring audit conclusions are well documented.

  • Develop audit programs and testing procedures relevant to risk and test objective.

  • Review identified risks and controls by management and ensure they work.

  1. Follow up of Audit issue

  • Plan, validate and summarize the implementation of reported audit issues on a regular basis.

  1. Special Review and Investigation

  • Plan, conduct and finalize special reviews, investigations and/or critical and complex audits requested by the Global Center, Support Offices, Regional office, WVV management and/or other parties.  

JOB REQUIREMENT:

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

  • University degree in accounting, auditing, finance or business administration

  • At least 3-year experience in accounting, finance or in Audit, or 3-5 years of experience working in an MF Institution/ WVV Operations

  • Proficiency in spoken and written English, good report writing skills

  • Good command of MS Office software

  • Knowledge of local business community

  • Planning skills and time management skills

  • Detail oriented

  • Ability and willingness to travel within the country up to 70% of the time.
