SPECIAL EDUCATION SPECIALIST

1.      BACKGROUND

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now the International Center (IC) focuses on disability support, landmine removal, and mental health programs.

Under the financial support of the United States Agency for International Development (USAID), IC is implementing a Disability Inclusion Project/2B for Binh Dinh and Kontum provinces as a sub-implementing partner for this project. IC is responsible for implementing Objective One of the project, which is to expand rehabilitation services to contribute to the Goal “which is to improve the quality of life of persons with disabilities in provinces heavily sprayed with Agent Orange, namely Binh Dinh and Kon Tum.”

To achieve the project objective of accessibility and quality of multi-disciplinary rehabilitation services and to provide comprehensive intervention services for children with disabilities, particularly children with special education needs, IC is seeking a Special Education Specialist to join the team in tailoring essential interventions for the children. The consultant will collaborate with local special education teachers, parents, and other rehab professionals (Dr, PT, OT, ST, AD) during a comprehensive process from the screening to the intervention and outcome measurement. 

2.      JOB DESCRIPTION OF THE POSITION

This position will work for Inclusion 2 B's Objective One, which IC carries out to ensure the project delivers the expected outcomes and results. The position will work directly with CoP to ensure critical activities listed in the following detailed activities:

  • Provide cognitive assessment/ special education needs assessment with validated assessment tests/ tools for children with disabilities at the selected project sites in Binh Dinh and Kontum provinces.
  • Provide training/coaching for local special education teachers/ disabilities support workers on individual intervention plans, intervention services, and outcome measurement for children with disabilities in Binh Dinh and Kon Tum provinces.
  • Join the local team to develop individual intervention plans, provide intervention services and outcome measurement, and train parents as required for children with disabilities in Binh Dinh and Kon Tum provinces.
  • Join the team in reviewing rehabilitation AD/AT screening for children (consider the tool "Guidelines for early detection and early intervention of children" issued by the Ministry of Health in 2023 and WEEFIM), need assessment, prescription, provision, and follow up of multi-disciplinary rehab services and AP in community and education institutions as needed
  • Comply with the project procedures and instructions for rehabilitation services for people with disabilities in the assigned area.
  • Participate in field monitoring trips organized by the project as needed.
  • Other as requested by CoP

3.      TIMEFRAME AND LOCATION

Duration: From the 25 May to 31 December, 2024

Location: Hanoi and project provinces

4.      TRAVEL AND FINANCES

Travel costs will be provided or reimbursed to the consultant, and per-diem allowances will be provided or reimbursed to the consultant for days travelled.

5.      SUPERVISION AND PERFORMANCE EVALUATION

The consultant will work under the direct supervision and evaluation of the COP of IC.

6.      SPECIFIC REQUIREMENT

Qualifications and Experience Required:

  • A degree in Special Education/ Clinical Psychology is essential; a post-graduate degree is an advantage. 
  • At least five years of experience in early identification and early intervention for children with disabilities in school settings and/ or at home
  • Experience in developing/ customizing individual intervention plans for the children
  • Experience in conducting training for special education teachers/ disabilities support workers/ social workers and parents 
  • Experience in working with allied health professionals or rehabilitation doctors/ therapists is an asset
  • Experience in working with diverse stakeholders is an asset.

Competencies:

  • Teamwork, professionalism, flexibility, and an understanding of working with people from diverse backgrounds.
  • Having dedication and ability to learn, to work independently and in groups, high sense of responsibility. 
  • Willing to accept high frequency of business travel in project provinces in Vietnam.

Terms and Conditions

  • Inputs and comments shall be documented in writing
  • Payments will be set and made based on the actual number of days spent on each agreed task and pay will be done every month based on the monthly timesheet with deliverables within agreed timeframes.
  • Travel costs will be provided or reimbursed to the consultant, and per-diem allowances will be provided or reimbursed to the consultant for days traveled.
  • Daily rate: Negotiable
