Technical Service on Food Safety Management Systems for Cassava Processing Factories in Quang Binh Province

TERMS OF REFERENCE
Provide technical service on Food Safety Management Systems for cassava processing factories in Quang Binh province.

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+. SNV is engaged in the agriculture sector implementing Value Chain, Inclusive Business and Climate Change adaption and mitigation activities.

SNV in collaboration with Centre for International Tropical Agriculture (CIAT) implements the Inclusive Business Models to Promote Smallholder Cassava Production (IBC project) project with financial support from the International Fund for Agriculture Development (IFAD). The project works with four enterprises and applies SNV’s Inclusive Business model to demonstrate the potential of better linkages of smallholders to agribusiness supply chains that benefit all parties. The acquired knowledge will benefit other producers and enterprises and these cases will have the potential for application in multiple value chains beyond cassava.

In order to support the cassava factories in Quang Binh province to strengthen the Food Safety Management System and to build the staff’s capacity within the cassava processing companies for the operation of a duly accredited food safety management system – HACCP +, the IBC project is looking for candidates for a short term assignment.

Objective

  • To enhance the quality and safety of the company’s products that are produced and sold locally and overseas.
  • To contribute to more sustainable rural enterprise development and livelihoods
  • To Improve Food Safety Management Systems at the company,
  • To improve standards through implementation of Quality Management Systems
  • To develop and document Hazard Control Plans including standard operating procedures (SOPs) and Sanitary Standard Operating Procedures (SSOP’s) for implementation of HACCP principles to help the organisation achieve food safety and quality requirements.

Expected outputs and deliverables

The expert(s) will be expected to provide following deliverables until 30 June 2015:

  • Development of HACCP manual, including the work flow chat and documented SOP and SSOPs for companies (Vietnamese only).
  • Design appropriate training modules; PPT presentation, Agenda for HACCP training (Vietnamese only).
  • Provide Training/Coaching for staffs of cassava processing factories (Vietnamese only)
  • Undertake periodic visits to the facility to assist with and ensure implementation of recommendations verify that all systems are working
  • Guide the entity through to the process of HACCP certification
  • Final report to be submitted in both English and Vietnamese.

Qualifications and key expertise

  • Prior experience with field in Vietnam.
  • Minimum 8-10 years demonstrated professional experience with HACCP development, training for cassava processing factories.
  • Extensive knowledge, qualifications and experience in the establishment of Food Quality, Safety and HACCP verification systems.
  • Proven expertise and experience in: i) Food Safety and hygiene; ii) Quality management and quality control; iii) Expertise in documenting SOPs and SSOPs; iv) Knowledgeable in HACCP plan development, implementation and certification.

Location

The assignment requires travels to Quang Binh province for field activities.
