In the context of its implementation of bilateral development cooperation programmes and projects on behalf of the Luxembourg government, Lux-Development, the Luxembourg development cooperation agency is recruiting:

For project VIE/033 – Climate-Adapted Local Development and Innovation Project (CALDIP)

Background:

The Climate-Adapted Local Development & Innovation Project (CALDIP, VIE/033) is a four-year project jointly funded by the Governments of Vietnam and Luxembourg that largely builds further upon the good experiences in poverty alleviation and improved local governance ofthe previous community-driven QuangDien Local Development Project (VIE/023), implemented in 2007-2011.

The focus and scope of VIE/033 will now expand, and besides QuangDien will include two other coastal districts of TT Hue province, i.e. PhuVang and Phu Loc. These three districts are characterised by persistent high levels of poverty, limited opportunities to build livelihoods, and by the vulnerability of households and livelihoods to more frequent and violent manifestations of climate change.   

Thus, the overall development objective of VIE/033 is formulated as to assist “sustainable, equitable and efficient trends of poverty reduction and adaptation to environmental and climate change in socio-economic development in lagoon and coastal communes of the three target districts in TTHue province”.

Positions and Responsibilities:

A.    Technical Advisers – 3 positions:

•    Technical Adviser, Community-Driven Development and Livelihoods in Coastal and Lagoon Areas
•    Technical Adviser, Climate Change/Disaster Risk and Reduction and Livelihoods in Coastal and Lagoon Areas
•    Technical Adviser, Physical Infrastructure in Coastal and Lagoon Areas

Task: Technical Advisers will be integrated rural development specialists with at least ten years experience, and a specific expertise in above fields of specialisation. They willbecome part of the technical assistance team within the Project Management Unit based within the Department of Planning and Investment.Within the TA Team they will take a lead role in their respective areas of expertise, and willsupporton a day-to-day basis the implementing agencies and organised local communitieswith general local development, livelihoods, climate-change adaptation and capacity building activities and interventions.

B.    District Facilitators – 3 positions:

Task: District Facilitators will become part of the TA Team, and will be basedin one of the three target districts. They will support the District Implementation Boards with general coordination and project cycle management (planning, budgeting, implementation/management, monitoring), and jointly with the CTCbe responsible for coordination of the donor inputs and relationships with partners and stakeholders at the district and commune level. They will also work directly with community facilitators in each commune.

C.    Interpreter/Translator – 1 position:

Task: The Interpreter/Translator will support the international CTC with the execution of his daily duties in the project and the province. S/he will join the CTC in meetings with government counterparts, local communities and other relevant project partners at various levels, and translate written documents as per the needs of the project and CTC.

Starting date: 15-30 September 2013.

Location: Hue City and QuangDien, PhuVang and PhuLoc districts

Duration: 1-year contract, with possible extension and two months probation
