Vietnam Needs More Regulations to Support Green Buildings: Experts

Vietnam needs more regulations on assessing and supporting green buildings, contributing to the global trend of greenhouse gas emission reduction, experts suggested at an international conference on laws and policies for green buildings in southern Ho Chi Minh City on April 11.

They stressed that Vietnam’s rapidly rising urban population is causing rising demand for housing but also the consequences of urbanization, such as pollution and declining natural resources.

Ms. Luu Thi Thanh Mau, deputy chairwoman of the Vietnam Young Entrepreneurs Association, deputy chairwoman of the Ho Chi Minh City Real Estate Association, and general director of housing developer Phuc Khang Corporation, called for issuing a set of assessment tools for green buildings and regulations on the assessment and certification of green buildings.

She also proposed Vietnam develop more preferential policies for green building investors, such as low-interest loans and incentives for green bond issuers, and awards to honor green construction.

Mr. Luu Quoc Thai from the Law University of Ho Chi Minh City’s Faculty of Commercial Law stated that investment in green building is a global trend but Vietnam lacks a legal framework to standardize and support it. He recommended Vietnam learn from other countries to frame laws for land planning for green buildings, energy usage, favorable policies, and certification, among others.
