Consultant on Development of Analysis Protocol of Relative Economic Rehabilitation Strategies Costs

Chemonics International, a global development firm based in Washington, DC, seeks an HIV Prevention Specialist for the USAID HIV Workplace Project in Vietnam to help prevent HIV infection among high-risk individuals and to provide employment opportunities and services for people living with HIV/AIDS and other high-risk individuals.

Position: Consultant on Development of analysis protocol of relative economic rehabilitation strategies costs
Estimated Level of Effort: 20 days
Estimated Dates: 20 work days in Ha Noi commencing about August 25, 2009 – September 25, 2009

Background:
Vietnam is a very low prevalence country with a concentrated epidemic among HRIs. Hence, the USG has called for a prevention approach that prioritizes reaching, partnering with and meeting the needs of most at risk populations. From 2008 till 2013, Chemonics is contracted to implement the USAID HIV Workplace Project, which on reaching workplace settings with a high proportion of HRIs and Most At Risk Populations (MARPs), particularly Injecting Drug Users (IDUs) and Female Sex Workers (FSWs) in 7 PEPFAR focused provinces (Ha Noi, Hai Phong, Quang Ninh, Nghe An, HCMC, An Giang, and Can Tho). The project combines the development of workplace policies, delivery of supportive health and social services, and economic rehabilitation for HRIs.

One of the key strategy of the Project is the analysis of key factors that can influence opportunities for economic rehabilitation of HRIs. In order to better understanding the costs of economic rehabilitation programs, the Project is going to carry out an assessment of relative costs of vocational training, job placement and micro-enterprise components of the economic rehabilitation strategy. This information will enable government and businesses to improve short- and long-term decisions in regard to investing in the expansion of this approach.

Objective:
To develop an analysis protocol of relative economic rehabilitation strategies costs. These strategies may include vocational training, job placement and micro-enterprise components.

Tasks:
1. Discuss with Project staff and prepare 3-4 pages summarizing different economic rehabilitation strategies (6 days),
2. Develop a protocol and tools for the analysis protocol of relative economic rehabilitation strategies costs (14 days).

Deliverables:
1. 3-4 page report on description of relative economic rehabilitation strategies in English by September 5, 2009,
2. Final protocol and tools for the analysis protocol of relative economic rehabilitation strategies costs in English by September 25, 2009.

Required Qualifications/Experience:
- The proposed consultant for this assignment should possess the following qualifications and experience:
- At least 5 years of practical experience and demonstrable skills in the development and execution of research on cost analysis, preferable having experience in conducting researches/studies related to employment interventions,
- A background in development economics
- Ability and willingness to communicate and work with people from diverse socio-economic and cultural backgrounds.
- Pro-active personality with proven ability to work independently and in a team.
- Strong written and spoken English.
- Demonstrated ability to meet deadlines.

Reporting:
The consultant will work with the project’s team, and report to Chief of Party, to whom he/she will submit all written materials.
