Reports to       : Master Project Manager – Education

Job purpose:
To provide technical expertise in the design and implementation of the Community & Parenting education components of the National Early Childhood Care and Development (ECCD) master project to achieve the project’s objectives.

Main responsibilities:
- Identify key interventions for the Community & Parenting education component under the national project to develop standard designs for project implementation;
- Develop technical guidance and quality standards for community & parenting training to ensure program quality;
- Review existing schools data and identify data collection and analysis related to knowledge, beliefs, and practices;
- Manage assessments on community & parenting education at various delivery levels with focus on the quality; 
- Support to establish M&E systems and detailed implementation plans for school based/ community & parenting interventions;
- Capacity building activities for relevant Plan’s staff and partners;
- Identify key learning and innovation from other experiences in and outside of Vietnam.

Requirements:  
- University graduate in early childhood education, education management or related fields;
- Minimum of 4 years experience working with early childhood education;
- Experience in technical designs and implementing ECCD project; 
- Knowledge of policies and issues related to the ECCD sector in Vietnam;
- Good interpersonal, influencing, negotiation, conceptual and analytical skills;
- Good  English in spoken and written;
