[dmwg] Government of Vietnam has approved Community based disaster risk management project

Awareness raising and successful organization of CBDRM model in all level of
authorities and industries, especially for local governments and community
to minimize losses. This is the main target of the project signed recently
by the Government. 

This project will be implemented in 12 years commencing from 2009 in 6.000
most vulnerable communes and villages throughout the country. 

The total budget is about 988.7 billion VND (equivalent to around 55 million
USD), 55% of the number will be national budget, 5% from population's
contribution and the rest (40%) will receive from governments and
international organizations' non-refundable support. 

There are two components in the project and money is also divided into two
parts. 182.9 billion VND (around 10 million USD) will be for the first
component (building capacity for local authorities in managing and
implementing CBDRM); 805.8 billion VND (around 45 million USD) for the
second component (capacity building for community on CBDRM)

Particularly, the project will directly help building capacity for local
authorities who are directly working in disaster management. 100% of local
authorities will have trainings; all vulnerable villages have disaster plan,
cadre and voluntary team; 70% population in vulnerable area have common
knowledge about disaster preparedness and prevention.

The project will also support villages to draw disaster and vulnerability
map in each commune, and to design a handbook for guiding what should be
done before, during and after the disaster. Besides, it is necessary to
yearly organize exercises on disaster preparedness, prevention and
mitigation as well as set up early warning system
