[dmwg] New ADB fund open to NGO proposals for integrated disaster risk management

ADB has just launched a fund to which NGOs are able to apply directly: the Integrated Risk Management Disaster Fund, which is supported by Canada. The CAD$10M  fund encourages projects that support stronger engagement with civil society organizations They have a new website:

The fund will support regional projects in Southeast Asia countries that include at least 3 countries. The projects are to be regional in nature, and not just replicating the same activities in 3 countries. There is no limit on the amount of the proposal, and ADB is accepting applications quarterly, with the first batch due on July 31st, followed by a second at the end of October. The website includes more details, as well as the Board paper, but it is important to note that interested NGOs should not prepare a full proposal until they have sent a concept note and ADB has given an indication that they would like to see a full proposal. Projects that support ADB initiatives would clearly be easier to support, and therefore applicants should review the ADB country partnership strategy (CPS- our overall strategic plan for a country) and Country Operations Business Plan (COBP- an annual breakdown of planned support for a country) of the countries where they propose to work.

Our colleague working on the fund shared this advice with me: The deadline for first batch of project application is 31st July, followed by the next  on 31st October. However, since the project concepts have to be developed based on ADB processes, this would require preparations well before the deadline. It would be crucial to establish linkages between your proposed project and the regional DRM commitments of governments in Southeast Asia and priorities detailed in ADB's Country Partnership Strategies. The fund will support projects that lead to stronger engagement with civil society and projects that enhance gender equality and social inclusion.  Please do have a look at the design monitoring framework in the Board Paper to have a better understanding on the type of outputs that would be supported under the Fund and how it can be linked with ongoing/planned ADB projects.
