Dear All,

 

UNDP in co-opeation with CCWG and MARD is going organize a seminar on social aspects of climate change adaptation. The seminar aims to share and discuss some specific analytical work on vulnerabilities and strategies to increase resilience of certain social groups, leading to important policy recommendations. We would like to call for participation of NGOs and institutions who might have a few interesting bits of analysis that were recently completed and interested to present and discuss in relation to social aspects of climate change adaptation, migration and resettlement, climate change adaptation in agriculture, water management/hydro power. 

 

The date is in the morning of 6th December and due to the buzy December I am sorry to book your time before sending out the agenda and venue soon.  Please confirm your availability with Nga whose email attached by Wednesday next week.

Some months ago, Anh Koos suggested to organize a workshop on climate change adaptation. We have some initial discussions with MARD already, but still have to discuss further with them. On CCWG side, would you please identify group members who might have a few interesting bits of analysis that were recently completed and also want to present. 

 

Attached is the draft concept note for the proposed half-day workshop. Your comments and suggestions on the concept note are very appreciated.   

 

The workshop might be in the first week of December. Are you available on Thursday Dec 5th or Friday Dec 6th  or should we move to the week after? Hope to hear from you soon.

I am writing this because you guys are facilitating the CCWG and DMWG …..

 

UNDP-policy (meaning Huong and me) have initiated various research and analysis on climate change related matters in the past year and longer, apart from the SREX work about which you know. This  includes work on migration and resettlement with IOM and also with MARD; work on climate change adaptation and water management policy and institutions in the Mekong Delta with CODE the Netherlands (and indirectly MONRE and MARD) and IUCN, and e.g. work with GreenID on hydropower dams. The latter is not adaptation, but it has adaptation aspects, hence the idea of speaking about climate change responses even though the migration and Mekong work is focused on adaptation

 

The migration work must lead to a policy discussion paper targeted at high levels in government and that should be discussed in draft at the lower levels – we nearly have that draft policy discussion paper for such initial discussion. The work with greenID on hydropower is nearly completed and will feed into a policy paper on fossil fuel fiscal policies as well as (hopefully) discussions on the draft revised Law on Environmental Protection, and the work with CODE is also nearly done, especially as an input into the (Netherlands supported) Mekong Plan. 

 

We want those three things to be presented and discussed in different forums including one that we might organize together with you / the CCWG in particular.

 

This might be organized in the second week of October. The programme would include presentations by CODE and GreenID and on migration by us. We would share (draft, final) reports in both VNse and English. The CCWG members might have a few interesting bits of analysis that were recently done and that they also want to present.

 

We could fund hiring a room and coffee as well as interpretation, invite officials in different ministries, UN organisations as well as donors. You could invite iNGOs and national NGOs. We could set it up so that we generate real discussions. We could perhaps ask MONRE to deliver a co-chair (anh Thanh? Though he is moving on), but you have an MOU with them and we have close contacts with them, along with e.g. the Care director. A UNDP senior manager would be giving some opening remarks
