Dear DMWG members,
Following the action points agreed upon during last meeting (16 April), I'm
happy to share with you the information available regarding the
implementation of the Cluster Approach in Vietnam: meetings and draft ToRs
Attachments:
1. Cluster calendar
2. Livelihoods cluster draft ToRs.
3. Livelihoods cluster meeting minutes.
4. Early Recovery cluster draft ToRs.
5. Early recovery cluster meeting minutes.
6. WASH cluster draft ToRs.
7. Camp coordination and camp management cluster draft ToRs
8. Health cluster draft ToRs
As you can see in the cluster calendar, meetings on education, health,
emergency shelter, nutrition, and early recovery clusters will be organized
in the coming weeks. Your participation is crucial to ensure that the role
of your institutions and interests are properly captured in the ToRs of all
the clusters in which your organization might be involved in case of major
disaster.
For any particular inquiry please contact the cluster co-lead (information
in the attachment 1, cluster calendar).

Dear DMWG colleagues,
It was a pleasure meeting you this afternoon.
Kindly find attached draft minutes of today's session for your review and
comments.
Note that tentative actions points are as follows:
1. Oxfam to report on activity 2.a of DMWG Annual Work Plan
2. Care, Oxfam and Plan to inform about the possibility of conducting a
DMIS assessment in two provinces (by 30th April?)
3. NDMP to call for small Disaster Management Information System (DMIS)
meeting
4. UN PCG 10 will facilitate the work of a sub group with Care and
Oxfam to work on Disaster and Pandemic Response Plan. Other organizations
interested should send an email to ugo.blanco at undp.org expressing their
interest
5. Cluster ToRs must be drafted by 15 July. Participation of NGO is
strongly encouraged.
6. UN PCG 10 will circulate all available cluster ToRs and dates of
cluster meetings (by 20 April)
7. JANI/CARE to discuss with WB about the CBDRM presentation in the
Distance Learning Network (by end of April)
8. Oxfam to consider the organization of a Sphere standards refreshment
session with the support of DMWG
9. JANI and NDMP to keep the group updated about the National Day on
Disasters
Second attachment is the PPT that has helped to guided the discussion.
Please Ms. Thuha, kindly help us to upload both documents in the NGO RC when
revised by the DMWG members.

Last month we had two interesting thematic working sessions (Disaster
Management Information Systems and Disaster and Pandemic Response Plans). It
is now perhaps time to organize our monthly meeting to touch basis on a
number of general matters that may be relevant to all members. Thus, let us
suggest having a meeting next week.
Purpose of the meeting:
1. Monitoring of DMWP 2009 workplan (first quarter)
2. Follow up of core issues: DIMS and Disaster Plans -steps forward.
3. Disaster funding mechanisms

This event will be post in NGO RC website
Regarding point 5 of the agenda (disaster funding mechanisms), it would be
good if every organization could present very briefly what kind of resources
could be mobilize for emergency response and what are the triggers. From UN
side we will try to cover the Flash Appeal, Consolidated Appeal Process and
the Central Emergency Fund among others.
Please, feel free to comment/add any point in the agenda.
