Who we are?
Oxfam Great Britain, together with Mercy Malaysia, Save the Children UK, Plan
International, Christian Children’s Fund and World Vision has committed to
providing support to the ASEAN Secretariat in the implementation of the ASEAN
Agreement on Disaster Management and Emergency Response (AADMER). This job
profile outlines the requirements for an Advisor to be seconded to the ASEAN
Secretariat, to help develop and implement a Trainings Framework for AADMER
implementation.
The Role:
You will develop a Training Framework and Knowledge Management System by:
• Identifying common training needs and priorities of ASEAN Member States and
map out the training activities available and relevant for AADMER
• Identifying international standards and practices that can be adapted and
utilised for the training framework
• Supporting in adapting and translating training activities
• Developing standards for the training framework, including certification and
accreditation systems, and ways to institutionalise the outputs at the national
level
• Developing a knowledge management system to serve as a tool for the
collection, sharing and dissemination of good practices
• Ensuring that the trainings framework includes focus on vulnerable groups such
as women, boys and girls, people living with HIV & AIDS, persons with
disabilities, ethnic and religious minorities etc.
The Requirements:
• ASEAN nationals only
• Strong background in learning and development principles, Knowledge Management
Systems and demonstrable experience in developing and conducting trainings and
trainings frameworks.
• Experience in the development and humanitarian sectors and knowledge and
understanding of the regional and global principles, codes and standards in
disaster risk reduction, humanitarian preparedness, response and rehabilitation.
• Experience of working in the South East Asian context. And ability to work
effectively with others at regional, country and global levels
• Excellent communication, facilitation and influence skills in English and
experience of engaging with governments, donors, national and international
organizations at all levels.
• Strong abilities in analyzing, capturing learning, drive to achieve results
and adaptable
• Ability to undertake unaccompanied travel away from home base essential, up to
12 weeks (indicative)
