Greetings from the Netherlands Red Cross

 

We are pleased to inform you that the community-based Vulnerability and
Capacity Assessment (VCA) manual prepared by Vietnam Red Cross and the
Netherlands Red Cross under DIPECO VI are now available at our office. The
manual explains in great details the VCA method which is applied by Vietnam
Red Cross staff and by those who are working in CBDRM to facilitate the
evaluation of people's vulnerability and enhance their capacities as well as
in advising local authorities to build an active and efficient disaster
preaparedness plan that will result in the smallest possible negative
impact.
