The American Red Cross (ARC) and the Vietnam Red Cross (VNRC) began a
three-year disaster risk reduction (DRR) project in October 2010 targeting
24 disaster-prone communes that are home to approximately 231,000 people in
the central provinces of Quang Nam and Quang Ngai.  Major components of this
community-focused project include: School-based disaster preparedness, first
responder training, early warning systems improvements, community level
awareness building via mass media and outreach, emergency response post
rehabilitation and small-scale mitigation projects.  

 

A consultant and/or consulting firm is sought to lead the design,
implementation, analysis and report-writing of a baseline survey.  The
baseline survey will comprise a household survey focusing on household level
resiliency and preparedness; focus group discussions with key informants to
assess changes in preparedness, planning, awareness and capacities; and a
survey of 4th and 5th grade students in selected schools to assess knowledge
and skills acquisition.  The consultant is expected to work in coordination
with the ARC Country Representative.  A sample design and methodology has
already been developed as follows: all quantitative and qualitative research
will be conducted in 6 randomly chosen communes among the 24 project
communes.
