I am responding to you on behalf of Mr. Lacey-Hall who is currently on mission in Cambodia. Reference your e-mail below, I would be very grateful if we would be able to meet with you and the Core Group of international NGOs (recommended by Ian Wilderspin below) on the afternoon of Thursday, 23 February from 16h00 to 17h30?

Ian explained to me that the normal meeting location of the iNGOs is a considerable distance from the UN premises and I was wondering  if it might possible to schedule our meeting with you and the Core Group at the Federation's conference room?

For your information, we are seeking a meeting with the Disaster Management Centre tentatively from 14h00 to 15h30, which would allow 30 minutes to travel from the DMC to your offices. I assume this would be sufficient time?

Please note that as from Monday, my colleague and Viet Nam country focal point, Ms. Yindee Lertcharoenchok, will be back in the office and will take forward the scheduling and liaison needs of our field mission to the Delta and out Hanoi-based meetings.

We look forward to meeting later this month.

Your email below to the resident coordinator got copied to me through UNDP. We would welcome you to come visit us at either IFRC or Vietnam Red Cross office. Chuc Mung Nam Moi! I hope that you have had a good break over Tet?

Just some advance notice of a possible visit by the head of UNOCHA in BKK, Oliver Lacey-Hall, to Hanoi and the Mekong at the end of February.

As you can see from the letter below they would like to meet with the Red Cross and NGOs (I assume a meeting of the core group members at least of the DMWG would be in order) and there is suggestion of a visit by the team to the Mekong to see the work undertaken with UNOCHA assistance for the flood response operations there. I have cc Care and Save colleagues for their information and attention.

As soon as we have confirmation of this visit we will let you know but please mark this in your diaries and be readied for this; many thanks!

Dear Ms. Mehta

May I begin by congratulating you on your appointment as Resident Coordinator for Viet Nam. Let me also introduce myself as the Head of the OCHA Regional Office for Asia and the Pacific, based in Bangkok. I commenced this job last March and have since tried to meet with RCs, humanitarian country teams as well as Governments to introduce myself and the work of OCHA Regional Office, in support of the UN system and governments in the region. In this context I am writing to propose a familiarization mission to Hanoi on in February, (ideally from the 22nd to 24th) to present OCHA's role in the region and the work that we do, as well as the tools and services we can provide to support humanitarian response and disaster management fora in Viet Nam.

I would propose that the mission aims to cover the following:


 *   To meet and acquaint you with the work of OCHA in the region especially the preparedness initiative;
 *   To gain a better first hand understanding of how the "One UN" initiative is working in Viet Nam;
 *   To meet with the UN system, especially key UN agencies who have a focus on humanitarian issues;
 *   To meet and share experiences/lessons in response to medium and large disasters (especially institutional set-up and coordination in emergencies) with the Government, especially those agencies in charge of disaster risk management, early warning and disaster response;
 *   To meet with the NGOs and the Red Cross family and any other relevant agencies that work on disaster risk reduction and response;
 *   To attend and present OCHA work and its preparedness initiative to UN PCG NDE monthly meeting on 23 February; and to learn where OCHA might best be able to provide support.

Should you be agreeable to these dates I will travel with two colleagues, Mr. Antonio Massella, who is the Regional Disaster Response Advisor, and Ms. Yindee Lertcharoenchok, Humanitarian Affairs Analyst. Both Antonio and Yindee plan to undertake a field visit to see the OCHA-supported flood response activities in the Mekong Delta, (through the Emergency Cash Grant) and will then join me in Hanoi for the mission.

I would be grateful if you could let me know whether this proposed mission programme fits well with your work schedule. I look forward to meeting you and your team.
