Launch of the Second Round of the Policy Action Research Fund: a new instrument 
to catalyze pro-poor policy change

Dear Sir / Madam,

On behalf of the Ministry of Planning and Investment, and the Making Markets 
Work Better for the Poor (Phase 2) – or M4P2 – project, I am delighted to invite 
you to the official launch of the second round of the Policy Action Research 
Fund.

The launch event will be held at the Victory Hotel, 14 Vo Van Tan Street, 
District 3, Ho Chi Minh City on the morning of 24th November 2010, commencing at 
8am.  Please find attached a provisional agenda for the launch event.

The policy action research component of M4P2 will fund research, on a 
competitive bidding basis, that is intended to lead to the adoption of 
market-oriented and pro-poor policy change in Vietnam. Grants will be awarded to 
research institutes and credible stakeholder groupings to support relevant 
research in three key thematic areas: i) value chain development; ii) public – 
private partnership in infrastructure services; and iii) labour markets.

The policy action research component is already implementing 4 research studies 
in the areas of agricultural contracting and improving the technical vocational 
education and training system. The second round will focus activities on 
improving informal sector training / the apprenticeship system and testing 
approaches to improve public private partnership in rural road maintenance.  
Studies are expected to be concluded within 9 months of commencement and 
expected to see researchers take a more involved role with other key 
stakeholders (in the private sector, government, or through business 
associations) in planning and implementing tangible change in the socio-economic 
and business realms.

Khởi động vòng 2 Quỹ nghiên cứu hành động chính sách: công cụ mới để tạo ra thay 
đổi chính sách vì người nghèo.

Thưa Quý ông/ Quý bà,

Thay mặt Bộ kế hoạch và đầu tư, Dự án Nâng cao hiệu quả thị trường cho người 
nghèo (giai đoạn 2), viết tắt là M4P2, tôi trân trọng kính mời ông/bà tới dự Lễ 
khởi động chính thức vòng 2 Quỹ nghiên cứu hành động chính sách.

Lễ khởi động được tổ chức tại Khách sạn Victory, 14 Võ Văn Tần, Quận 3, thành 
phố Hồ Chí Minh vào sáng ngày 24 tháng 11 năm 2010, bắt đầu từ 8h sáng. Xin xem

Hợp phần nghiên cứu hành động chính sách của dự án M4P2 sẽ tài trợ những nghiên 
cứu, trên cơ sở đấu thầu cạnh tranh, dẫn đến việc tạo ra những thay đổi chính 
sách mang tính thị trường và vì người nghèo ở Việt Nam. Dự án sẽ tài trợ cho 
những đơn vị nghiên cứu và tổ chức có uy tín để tiến hành nghiên cứu trong 3 
lĩnh vực i) phát triển chuỗi giá trị; ii) hợp tác công tư trong cơ sở hạ tầng và 
iii) thị trường lao động.

Hợp phần nghiên cứu hành động chính sách đã và đang được thực hiện trong 4 dự án 
nghiên cứu về hợp đồng tiêu thụ hàng nông sản và cải thiện hệ thống đào tạo và 
dạy nghề. Vòng 2 sẽ tập trung vào chủ đề cải thiện hệ thống đào tạo và 
học/truyền nghề của khu vực kinh tế phi chính thức và cải thiện bảo trì đường 
giao thông nông thôn thông qua hình thức hợp tác công tư. Nghiên cứu dự kiến kết 
thúc trong vòng 9 tháng từ khi bắt đầu triển khai và đơn vị nghiên cứu kết hợp 
với các bên liên quan khác (trong khu vực tư nhân, nhà nước hoặc hiệp hội doanh 
nghiệp) để lập kế hoạch và thực hiện những thay đổi rõ ràng trong lĩnh vực kinh 
doanh, kinh tế và xã hội.
