Background
Vietnam’s integration into the world economy, reduction of poverty among
disadvantaged population, and effective adaptation to rapidly changing socio-
economic environments will critically depend on the country’s ability to
continuously upgrade its human resources, especially among youth and adults
who are no longer in school.
At the same time, Vietnam is committed to achieving Education for All (EFA) and
eradication of illiteracy, through the expansion of community learning centres
(CLCs) to reach out to each and every commune in the country. The country is
also pursuing the implementation of Government Decision 112/2005/QĐ-TTg on
building a learning society. More and more functional literacy, life skills and
income-generation skill training programs are also being organized by
governmental, non-governmental and private agencies to cater to increasingly
diversified learning needs. These programmes are offered to a large extent
through the CLC channel. The number of CLCs in Viet Nam increased rapidly
from 15 in 1999 to more than 9,000 by mid 2008. The Ministry of Education and
Training (MOET) has a target to reach 10,000 CLCs by 2015.
To assist Vietnam in improving quality of NFE programmes delivered through
CLCs, UNESCO Hanoi in cooperation with MOET has supported development of
a CLC-MIS (CLC Management Information System) with regional support of
UNESCO Bangkok since 2004. In 2007, the CLC-MIS was field-tested in 100
CLCs. As part of the project a CLC-MIS user-guide also has been developed and
used as training materials in building capacity for educational officials and CLCs’
personnel in selected provinces.
The CLC-MIS system is intended to assist MOET in better monitoring,
coordination and quality improvement of the fast expanding networks of CLCs and
learning programs. UNESCO Hanoi continues supporting MOET to perfect and
finalise the CLC-MIS to improve its quality, to make it more relevant and user
friendly for NFE officials at all levels, before it is taken to scale. For this
reason an
evaluation of CLC-MIS will be carried out by an international consultant in August
2009.
Objectives of the consultancy
The objective of the consultancy is to conduct the evaluation of the existing CLC-
MIS with provision of feasible recommendations for improvement.
Tasks
In cooperation with UNESCO Hanoi, the consultant will carry out the following
specific tasks:
1. Prepare an evaluation plan including sample, criteria and instruments for
the evaluation of the CLC-MIS project.
2. Undertake field visits in cooperation with national counterparts at central,
provincial and local levels.
3. Prepare a final evaluation report of the CLC-MIS.

Skills and experience
The key skills required for the consultancy are:
• Experience and excellent knowledge and skills in conducting evaluation.
• Solid knowledge, skills and experience in evaluating and using
management information systems in particular related to community
learning programmes
• Strong analytical skills
• Knowledge of Community Learning Centres in particular and non-formal
education in general
• Strong drafting skills in English
Reporting
The consultants will report to the Education Team Leader of UNESCO Hanoi.
