Job Title : Head of Mission - Partage Representative in Vietnam

 

Country and City: The position is based in Ho Chi Minh City, Vietnam. Regular trips to province are expected.

Overview of the structure

Partage is an international non-profit organization created to assist disadvantaged children. Partage has been involved with local partners through a network of specialists in child development. Partage is part of a network of solidarity consisting of more than 30.000 sponsors and donors including 32 local NGOs operating in 20 countries in Africa, Latin America, Asia and Europe.  Partage has worked as an actor for Child Rights since its founding, it focuses on the fields of education, health, protection against child abuse and community development. Context of the position

Partage has operated in Vietnam since 1973 through various programs to assist disadvantaged children. Until now Partage has established a scholarship program in order to limit the poorest children from dropping out of school. In Vietnam, Partage works in six districts of Ho Chi Minh City and two states (Thua Thien Hue and Lam Dong) concerning 1200 children. Since 2009 Partage initiated an overhaul of its intervention in this country at the organizational and strategic levels. The goal is now to develop new local partnerships in order to, in the future, end the scholarship program. This transition is a fundamental issue for Partage.

 

Main objective

The Head of Mission in Vietnam supervises and coordinates all actions concerning Partage in Vietnam and represents the association in the country to ensure the implementation of its strategy.

 

Hierarchical and functional links

The Head of Mission reports directly to the Program in Charge of Vietnam (Department programs). In Vietnam, he manages a team of Vietnamese (currently 6 people). 

 

Responsabilities and Activities

 

1. TO ENSURE THE REPRESENTATION OF PARTAGE IN VIETNAM AND THE IMPLEMENTATION OF THE STRATEGY, ACCORDING WITH THE HEADQUARTERS IN FRANCE

 

1.1.   Represent Partage in Vietnam

- Check and be in compliance with all legal aspects related to the presence and intervention of Partage in Vietnam
- Participate in NGO meetings organized in Ho Chi Minh by the authorities
- To keep good relations with the international solidarity network in Vietnam, particularly in Ho Chi Minh

 

1.2.   To ensure the implementation of the strategy

- Implement the multi-year strategy defined with the headquarters and regularly assess its relevance
- Establish an annual action plan in coordination with the headquarters
- Analyze and evaluate the implementation of the Action Plan quarterly and report to the Partage headquarters

1.3.   To ensure the development actions of Partage in Vietnam are in accordance with the overall strategy and more specifically

 

1.3.1. Implement new partnerships in Vietnam
- Finalize the identification of new potential local partners involved in child welfare
- To deepen mutual understanding between the local structures identified and Partage
- Follow up the initial period of collaboration and assess the quality of collaboration at the end
- Analyze the relevance of starting a long-term partnership between these structures and Partage

 

1.3.2. Assist in the progressive decreasing of the pre-existing Partage scholarship project in Vietnam
- Ensure the implementation and monitoring of the progressive disengagement plan to end the program in the future, depending on the progress of the previous point
- Ensure the commitments vis-à-vis local providers responsible for the delivery of scholarships
- Assist the local staff in the development of educational activities during scholarship delivery
- Collect the project results and analyze them with the local staff

 

2. TO ENSURE THE MANAGEMENT OF THE OFFICE AND TEAM

2.1. The management of the local team
- Coordinate and supervise the work of the local team
- Ensure strict management of human resources (employment contract, declarations etc.) ensured by the accountant, in accordance with the legal framework
- Define the needs in human resources in line with the strategy of Partage in Vietnam
- Evaluate at least once per year every member of the local team
- Ensure the training of the team (internal and external) and follow-up

 

2.2. Supervise the administrative and financial management program
- Manage funds allocated by Partage
- Ensure budget elaboration and budget monitoring
- Prepare monthly financial reports
- Identify an audit firm and organize an annual audit of project accounts

 

2.3. Ensure rigorous management of sponsorship
- Make sure that sponsorship can take place under the best conditions for children and their families as well as Partage in accordance with local standards
- Present and clarify the principles of sponsorship according to Partage for local providers as well as for new partners

Fluent French and English
Vietnamese language skills would be an important plus 

 

Experience required
Experience of at least four years as a head of mission on a project in international solidarity
Experience of at least 2 years of work in a country with a legal and politic context strongly constraining for NGOS, ideally in Southeast Asia or in Vietnam

Experience in programs related to children is a plus

 

Qualification

Level Bac+5, Higher education diploma in sociology, management, international relationships, or political sciences.
