Ultimately, the research--considering the degree to which the comparative experiences can be relevant to the development context of Viet Nam--will provide policy recommendations for Vietnam in amending its Penal Code and more broardly to reforming the criminal
justice system toward greater emphasis on human rights and effectiveness. <o:p>
