Dear EMWG members,
As many of you already know, MARD is organizing consultation workshops
on the New Rural Development (NRD). (The planned workshop next week in
Da Lat city was postponed.) The NRD will be an important overarching
approach for the coming years that will have significant impacts on the
ethnic minority issues. For example, it appears it will subsume
P135/phase III.
Therefore, the EMWG Core Group meeting agreed yesterday to develop a
*short position paper* presenting the views of the EMWG regarding the
NRD. This paper will present /a vision, set of principles, lessons
learnt, case studies and recommendations/. We intend to present this
paper at one of the consultation workshops (initially we planned for the
one in early October, but this schedule may now also change). We can
largely build on existing work, asks and positions (although the EMWG
may want to discuss more forward-looking implications of this policy in
the coming period).
A ToR is being developed and will be shared shortly.
The Core Group would like to discuss the draft paper at the *next EMWG
meeting on Monday, October 3^rd (14.00)*. We will also invite an
external speaker to present the NRD.
Several agencies are already preparing specific inputs on the NRD. _It
would be helpful if EMWG members share any such plans with the Core
Group and share any relevant information we could use for this paper.
Please contact me directly if you would like to be closely involved in
this process. We do need a few active contributors to help develop an
initial draft._
With this paper, the EMWG hopes to speak to and influence one of the key
policy debates at the moment and present a coherent message. This, we
hope, can help our collective and individual advocacy efforts.
