Consultancy Service to Conduct Survey on Implementation of Laws on
Promulgation of Legal Normative Documents in Vietnam

 

The National Legislative Development Project (NLD) is a 7-year project
funded by the Department of Foreign Affairs, Trade and Development of Canada
(DFATD). The Implementing Partners of the project include the Ministry of
Justice (lead partner); the Law Committee of the National Assembly; the
Office of Government; Ministry of Finance; Ministry of Agriculture and Rural
Development; and, the Ministry of Industry and Trade. 

 

NLD is aimed at supporting an integrated program of reform of the Vietnamese
law-making process and to improve the quality of economic legislation. NLD
is designed to assist the Government of Vietnam (GOV) in developing a
strengthened, effective and transparent legal framework that will reflect
the needs of Vietnamese citizens and support economic growth. Further

The Ministry of Justice of Vietnam (MOJ), in the framework of the approved
Project Implementation Plan (PIP) of NLD, as part of activities to support
GOV in carrying out a reform program to propose, consolidate and introduce a
new common Law on Promulgation of Legal Normative Documents has plan to
carry out a survey. The objective of the survey is to assess the practical
situation (obstacles, inadequacies and weaknesses) of the two current Laws
to come up with recommendations for developing a new Law on Laws. The
findings shall also serve for planning further technical assistance from the
NLD to MOJ and GOV in the legislative reform process of the country. NLD is
now seeking a qualified national Consulting Firm/Institution to conduct the
above-mentioned survey.

The scope of survey should cover representatives and stakeholders from
public sector agencies, private business sector, social and professional
organizations and citizens at central level and in at least 05 provinces
with proper representation of regional and socio-economic development
factors. It is expected that the survey should commence by early 2014.
